Council Meeting
December 6, 1976 at 7:30 p.m.
Members present Mayor Lundberg, Councilmember Konop, Syring and Otto.
The minutes of the November 15, 1976 meeting were reviewed as there were no additions or
corrections the minutes were approved as printed.
Lyle Swanson presented the preliminary assessment rolls for the 1976 Street Improvements.
Moved by Councilmember otto and seconded by Councilmember Syring accepting the preliminary
assessment rolls for the 1976 Street Improvements prepared by McCombs-Knutson Associates
Inc. dated November 23, 1976 and call for a Public Hearing for December 28, 1976 at 7:30
p.m. and authorizing the City Clerk to advertise the notice in the Sherburne County Star
News. Motion unaminously carried by a vote of 4-0.
Tom Kolar met with the Council regarding Ridgewood East subdivision plbt conditions.
Moved by Councilmember Syring and seconded by Councilmember Konop to accept and approve
the oontract to make improvements in the Ridgewood East subdivision and the resolution
removing the moratorium set on this plot and authorizing the Mayor and City Clerk to
execute these documents. Motion unaminously carried by a vote of 4-0. A cOPJ of the .
resolution and contract is attached.
Moved by Councilmember Syring and seconded by Councilmember Otto accepting the proposed
1976 City Government annual auditing contract with Olsen, Thielen & Co. Motion unaminousl
carried by a vote of 4-0.
The Council brielfy reviewed the proposed en sale liquor licensing ordinance.
The Council also discussed the consolidation resolution. As all the members of the
Council were not inattendance it was felt that no action would be taken until all members
were present.
Mayor Lundberg appointed Councilmember Bob Syring as the cities negotiator on the matter
of consolidation with the Elk River Town Board.
Mayor Lundberg also bri~fly reviewed his tenative list of appointments to the various
committees for 1977. F~l appointments will be made after the 1st of the year.
No further business the meeting adjourned at 9:45 p.m.

RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ELK RIVER, SHERBURNE COUNTY, MINNESOTA
WHEREAS, the City of Elk River did on the 4th day of February,
1974, adopt conditions for the acceptance of the plat of Ridgew.ood
East, and
WHEREAS, on the 2nd day of December, 1974, the City Council
did find a default as to those conditions and did declare a mora-
torium on building within said platted area and a prohibition con-
cerning the recording of any instruments attempting to transfer any
interest in any of the platted property, and
WHEREAS, said conditions of plat acceptance and notice of de-
fault were filed with the Sherburne County Register of Deeds on
December 3, 1974, as instrument #129599, and
WHEREAS, the Developer, or it's successors or assigns have
made appropriate arrangements with the City to cure said defaults,
NOW THEREFORE, it is hereby resolved that the moratorium on
building and prohibition of recording instruments of transfer with
regard to the plat of Ridgewood East, are hereby lifted and removed,
and the Mayor and City Clerk in and for the City of Elk River are
authorized to execute and attest to this resolution and cause a
copy thereof to be filed with the County Recorder in and for Sherb-
urne County, Minnesota.
