Present Were: Jim Tralle President John Dietz Vice Chairman George Zabee Trustee Others Present: Bill Birrenkott, General Manager; Bob McCartney, Water Superintendent; Glenn Sundeen, Line Superintendent; Pat Klaers, City Administrator 1) The meeting was called to order at 4 :00 P.M. by President Tralle. 2 ) Motion by Mr. Dietz, seconded by Mr. Zabee to approve the agenda as amended. The Motion carried. 3) Motion by Mr. Zabee, seconded by Mr. Dietz to approve the minutes of the January 3 meeting. The motion carried. 4 ) Motion by Mr. Zabee, seconded by Mr. Dietz to approve the minutes of the January 9 meeting. The Motion carried. 5) The attorney used by the utilities was discussed. The General Manager was requested to sever all relationships with the present attorney as soon as possible. 6) The Employee training and needs assessment policies presently being conducted by the City were discussed. It was agreed that all employees requested would attend the meetings whenever possible. 7 ) The Office Manager reviewed the status and costs of the possibility of "Pay by Bank" with the Commissioners. She reported that a survey will go out with the bills this month to determine the level of interest. 8) The Water Superintendent reviewed the requested priority list for valve and hydrant replacement with the Commissioners. Motion by Mr. Zabee, seconded by Mr. Dietz to receive and file this list and that it become a part of the minutes of this meeting. The motion carried. 9) The Line Superintendent reviewed the status of construction projects and other operating conditions. Motion by Mr. Dietz, seconded by Mr. Zabee to construct the feeder along Hiway 10 to Waco underground along with the feeder along Proctor. The motion further includes the agreement on a territory swap with AEC and to proceed with the Area 8 territory takeover. The motion carried. 10) Motion by Mr. Tralle, seconded by Mr. Dietz, to approve the check register. The motion carried. 11) The Line Superintendent reported on the condition of the insurance covered property and property values with the Commissioners. The General Manager was instructed to meet with Dan Green to determine the values and covered property and request Dan to attend a future meeting to give a proposal and review. 12 ) Staff was instructed to begin preparation for job descriptions for all positions. 13) The General Manager was instructed to conduct Staff meetings on a regular basis to determine areas of improvement and ideas for increased efficiency. 14 ) The General Manager reported that, in conjunction with a request of the 2001 Committee, the Utilities would have a form with names and addresses for those new customers who wish to be contacted by the Chamber of Commerce for an official "Letter of Welcome" to Elk River. This would be on a strictly volunteer basis and the Chamber would agree to not give these names to any other party. 15) The next meeting was set for Tuesday, March 12, 1996 at 4 :00 P.M. at the Utilities office. 16) Motion by Mr. Dietz, seconded by Mr. Zabee to adjourn. The motion Carried. Meeting adjourned at 5:40 P.M. Bill Birrenkott General Manager Elk River Utility Commission Meeting February 1996 WATER DEPARTMENT PRIORITY FOR VALVE & HYDRANT REPLACEMENT First Priority Placement of valves and replacement of hydrants that are on areas that may effect State Highway System roads. City Roads that are scheduled for rebuilding, overlayment or seal coated by Phil Hals (Street Supt. ) . Second Priority Placement of valves and replacement of hydrants that effect State Highway System roads. City roads not scheduled for rebuild, seal coating, or overlayment and commercial areas in the city that have not the proper valving or older hydrants that should be replaced. Third Priority Placement of valves and replacement of hydrants in areas that are residential not effecting State Highway System roads. The number of valves and hydrants have not been stated because Phil Hals (Street Supt. ) has not given us a plan for street improvements for the year 1996. Respectfully 1227 aterrintendenA0
