1. Call Meeting To Order
Pursuant to due call and notice thereof, the special meeting of the Elk River
Utilities Commission was called to order at 12:33 p.m. by Vice Chair Dietz.

MINUTES. COMMISSIONER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 2-

COMMISSIONER ZABEE MOVED TO APPROVE THE 1/22/96 EXECUTIVE SESSION
UTILITIES COMMISSION MEETING MINUTES. COMMISSIONER DIETZ SECONDED THE
MOTION. THE MOTION CARRIED 2-0.
COMMISSIONER ZABEE MOVED TO APPROVE THE 2/20/96 EXECUTIVE SESSION
UTILITIES COMMISSION MINUTES. COMMISSIONER DIETZ SECONDED THE MOTION.
THE MOTION CARRIED 2-0.
COMMISSIONER ZABEE MOVED TO APPROVE THE 2/28/96 EXECUTIVE SESSION
UTILITIES COMMISSION MINUTES. COMMISSIONER DIETZ SECONDED THE MOTION.
THE MOTION CARRIED 2-0.
4. Consider Special Economic Development Incentive Rate for March, 1996,
Business Prospect
Glenn Sundeen presented information on the current rates being offered to
industrial businesses in Elk River and also information on the cost of electricity that
the Utilities pays to Anoka Electric. Discussion took place regarding whether or
not AEC was offering to sell electricity to the business prospect at a lower rate
than what the city was purchasing electricity for and whether or not we can
match the AEC rate. Discussion took place regarding location of the business
prospect and the rate that would be available if the prospect located in the old
Elk River territory versus the territory to be acquired by the Utilities from AEC. It was

noted that in order to attract the industry and to have the industry locate in Elk
River to increase the city tax base and employment base, it was likely the city
would forego its 3 percent contribution on this customer.
COMMISSIONER ZABEE MOVED TO AUTHORIZE A LETTER BEING SENT TO THE BUSINESS
PROSPECT WHICH INDICATED THAT THE ERMU COULD MATCH THE RATES BEING
OFFERED BY AEC AS IDENTIFIED IN THE AEC RATE BOOK(PAGE COMMERCIAL 2-4,
REVISION 2(JANUARY 3, 1995) EFFECTIVE DATE 8/1/93). COMMISSIONER DIETZ
SECONDED THE MOTION. THE MOTION CARRIED 2-0.
5. Other Business
Discussion took place on who in the Utilities organization had the authority to
suspend employees pending a decision by the Utilities Commission.
COMMISSIONER ZABEE MOVED TO AUTHORIZE THE PRESIDENT OF THE COMMISSION
TO HAVE THE POWER TO SUSPEND,WITH PAY, EMPLOYEES UNTIL THE NEXT REGULAR
OR SPECIAL UTILITIES COMMISSION MEETING IS HELD TO CONSIDER THE ACTION OF
THE PRESIDENT. COMMISSIONER DIETZ SECONDED THE MOTION. THE MOTION
CARRIED 2-0.
It was noted that this motion and topic would be discussed in detail at a future
Utilities Commission meeting when all Commissioners were present.
6. Adjournment
There being no further business, COMMISSIONER ZABEE MOVED TO ADJOURN THE
SPECIAL UTILITIES COMMISSION MEETING. COMMISSIONER DIETZ SECONDED THE
MOTION. THE MOTION CARRIED 2-0.
The special meeting of the Elk River Municipal Utilities Commission was adjourned
at approximately 12:25 p.m.
