1 . Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of
the Elk River Utilities Commission was called to order at
4 : 00 P.M. by President Tralle .
2 . Consider Utilities Agenda
Mr. Zabee moved to approve the 8-13-96 Agenda. Mr. Dietz
seconded the motion. Motion carried 3-0 .
3 . Consider Consent Agenda
Mr. Dietz moved to approve the Consent Agenda as follows :
3 . 7-9-96, 7-17-96, 8-5-96, 8-6-96 minutes--approved
13 . Check register--approved
4 . Formal acknowledgement of contract for General Manager
The contract with Bryan Adams was discussed and formally
acknowledged. Mr. Adams will begin full-time duties
August 19, 1996 . The Commission welcomed Mr. Adams and
Mr. Adams thanked the Commission for their consideration.
5 . Presentation of quotes for pick-up
Mr. Sundeen presented quotes for the 4 x 4 full size
pick-up. After a discussion of the need for this vehicle,
it was decided to award the purchase to the low quote.
Mr. Zabee moved to purchase the 4 x 4 full size pick-up
from Saxon Fleet in the amount of $18, 600 . 95 . Mr. Dietz
seconded the motion. Motion carried 3-0 .

6 . New street lights advisory
Mr. Sundeen presented to the Commission a report on the
history and present policy in street lighting, along with
alternatives . After a discussion of aesthetics and costs
involved, Mr. Adams and Mr. Sundeen were directed to
present to the Commission at a later date, three options
for reviewal . Staff was also directed to not use any more
concrete based poles in residential areas at this time.
7 . Lighting committee proposal
Mr. Zabee moved to approve the placement of the 15
additional street lights recommended by the "Lighting
Committee" . Mr. Dietz seconded the motion. Motion
carried 3-0 .
8 . Concern of a customer regarding street lighting
Mr. Sundeen presented a request by a customer to have
the Utilities take over the security lights located
mid-block on Albany, as street lights.
Mr.Dietz moved to deny the request . Mr. Zabee seconded
the request . Motion carried 3-0 .
9 . Consideration of Public Power Week
Ms Hemza reported to the Commission the information
and history of Public Power Week, along with possibilities
for participating.
Mr. Zabee moved to request the Mayor to proclaim the week
of October 6-12, 1996, Public Power Week and to publicize
it . Mr. Dietz seconded the motion. Motion carried 3-0 .
10 . Signs for the Elk River Municipal Utilities office building
Discussion on the lack of identification of the office
building took place, with acknowledgement that the building
should be more visible. Staff was directed to get quotes
and ideas for signage. Mr. Sundeen is to find out the
correct sizes that may be used. Mr. Dietz suggested staff
check with the Chamber of Commerce for sign contractors .
11 . Administrative vehicle
Mr. Sundeen reported that smaller size two-wheel drive
pick-ups, such as S-10' s or Rangers are unavailable at
this time . With the suggestion made by Mr. Adams, it was

decided to get quotes on 1997 vehicles through the state
contract, early in 1997.
12 . Well #1 abandonment quotes
Mr. McCartney presented the quotes for the abandonment of
Well #1 .
Mr. Zabee moved to present the sealing and abandonment
project to the low quote from E.H. Renner and Sons.
Mr. Dietz seconded the motion. Motion carried 3-0 .
13 . Financials
After discussion of the June and July, 1996 financials, Mr.
Zabee moved to receive them. Mr. Dietz seconded the motion.
Motion carried 3-0 .
15 . Other Business
Mr. Sundeen reported on the progress and time-table for
repair of the office roof.
Mr. Sundeen reported that the claim had never been
submitted to our insurance company for damage to the
sub-station. It has since been done, and we will
receive a check for this claim.
The next scheduled meeting of the Elk River Utilities Commission
will be September 10, 1996 at 4 : 00 P.M.
Mr. Dietz moved to adjourn. Mr. Tralle seconded the motion.
Motion carried 3-0 .
The meeting of the Elk River Utilities Commission adjourned
at 5 :45 P.M.
