Members present Mayor Lundberg, Councilmembers Konop, otto, Hudson, Skip McCombs and Paul
Peirson of Mceombs-Knutson & Associates.
Purpose of the special meeting is to hold a public hearing to review the preliminary 1976
Street Improvements Assessment Rolls.
7:30 PM. mayor Lundberg declared the Public Assessment Hearing on 1976 Improvements open.
Moved by Councilmember Hudson and seco~ded by Councilmember otto to adopt and accept the
preliminary assessment rolls for Vernon Avenue and Service Road overlay as calculated by
the City Engineering firm of McCombs-Knutson Associates. Motion unanimously carried by a
vote of 4-0.
Ralph Brmm, Ron Koehn and a representative of the Elk River Assembly of God Church were in
attendance regarding the School Street Extention project. After hearing all comments of
both parties it was concluded to continue this public preliminary assessment hearing on the
School Street extention project until January 17, 1976 at 8:00 PM. City Hall Council Chamber
Moved by Councilmember Hudson and seconded by Councilmember Konop to adopt and accept the
preliminary assessment rolls for VJatson and Hand Avenues overlay as calculated by the City
Engineering firm of McCombs-Knutson & Associates. Motion unanimously carried by a vote of
4-0.
Hoved by Councilmember otto and seconded by Councilmember Hudson to adopt and accept the
preliminary assessment rolls for 5th Street from Highway 169 to County Road 13 overlay as
t) calculated by the City Engineering firm of McCombs-Knutson & Associates. Motion unanimouslJ
, carried by a vote of 4-0.
Moved by Councilmember Konop and seconded by Councilmember otto to adopt and accept the
preliminary assessment rolls for Holt from 5t Street to t block North overlay as calculated
by the City Engineering firm of McCombs-Knutson & Associates. Hotion unanimously carried
by a vote of 1.-0.
Hoved by Councilmember Hudson and seconded by Councilmember otto to adopt and accept the
preliminary assessment rolls for Irving overlay from 4th to 5th Street as calculated by
the City Engineering firm of McCombs-Knutson Associates. Motion unanimously carried by a
vote of 4-0.
Moved by Councilmember otto and seconded by Councilmember Hudson to adopt and accept the
prelimina~J assessment rolls for Third Street overlay from Irving to the West as calculated
by the City Engineering firm of McCombs-Knutson Associates. Motion unanimously carried by
a vote of 4-0.
Moved by Councilmember Konop and seconded by Councilmember Otto to adopt and accept the
"revised preliminary assessment rolls for 4th Street from Morton to Highway 10 and from
Main Street to Proctor overlay as calculated by the City Engineering firm of McCombs-Knutsol
& Associates. lv1otion unanimously carried"~by a vote of 4-0.

Moved by Councilmember Konop and seconded by Councilmember otto to adopt and accept the
following preliminary assessment rolls:
5th Street from Highway 169 to County Road 13
vJatson & Wand
Vernon & Service Road
Holt from 5t Street to t Block North
Irving overlay from 4th St. to 5th Street
Third Street overlay from Irving to the West
4th Street from Morton to H\~ 10 and from Main Street to Proctor
as calculated by the cities engineering firm and to certify them to the Sherburne Countly
Auditor for collection through the annual taxes over a eight (8) year term. The interest or
the unpaid balance to be 7% to start accuring January 28, 1977 and payable with no interest
vlithin 30 days from December 28, 1976. Motion unanimously carried by a vote of 4-0. n

Moved by Councilmember Otto and seconded by Councilmember Hudson deleat the following
property owners from the 76 Assessment rolls that are certified to the Sherburne County
Auditor:
477 Urtilla N. 1~agner
391 Stanley & Edythe Ifeaton
474 L L & Ethel Bishop
487 Manfred & Eleanor Lawatsch
Notion unanimously carried by a vote of 4-0.
