Present Were: George Zabee President James Tralle Vice Chairman John Dietz Trustee Others Present: Bill Birrenkott General Manager Bob McCartney Water Superintendent Glenn Sundeen Line Superintendent Ron Black Attorney Gordon Maldenhauer Developer 1) The meeting was called to order at 4 :00 P.M. by President Zabee. 2 ) Motion by Mr. Dietz, seconded by Mr. Tralle to approve the agenda as amended. The Motion carried. 3 ) Motion by Mr. Tralle, seconded by Mr. Dietz to approve the minutes of the previous meeting as distributed. The motion carried. 4 ) Gordon Maldenhauer, the developer of Mississippi Oaks in Elk River presented the Commissioners with a proposal to not charge him (the developer) with the cost of lowering the previously installed underground power line. After much discussion, the Commissioners instructed Mr. Maldenhauer to take up the matter with the City Council. 5 ) Ron Black explained our options regarding a request to build a building in a power line easement. No action was taken at this time. 6) Motion by Mr. Tralle seconded by Mr. Zabee, to offer a more decorative pole to developers when they are installing street lights in new subdivisions for an additional $500 per pole. The motion carried. 7 ) Motion by Mr. Tralle seconded by Mr. Dietz to table any decision on the construction regarding the line to pick up the Courthouse to a future meeting. The motion carried. 8) A discussion regarding parking lot washdowns was held. A survey of the practices of other Cities was presented. Motion by Mr. Tralle that we do not get into the business of washing down parking lots for new businesses. The motion was withdrawn and staff was instructed to get in touch with the street department to see what effect this would have on the storm sewer drainage system. 9) The Line Superintendent reviewed the status of construction projects and other operating conditions. 10) Two bids were presented for the purchase of Line Stringing equipment. The Bids were: Sherman and Reilly $23,500 Wagner Smith $25,450 Motion by Mr. Tralle, seconded by Mr. Dietz to award the purchase of the Line Stringing equipment to the low bidder of Sherman and Reilly in the amount of $23,500. The Motion carried. 11) The General Manager reviewed the July financial statements with the Commissioners. Motion by Mr. Dietz, seconded by Mr. Zabee to receive and file the July financial statements. The motion carried. 12 ) Motion by Mr. Dietz, seconded by Mr. Tralle, to approve the check register. 13) Mr. Dietz presented to the Commissioners a proposal from Abdo Abdo & Eick to perform the audit for the Utilities. The General Manager was instructed to have Olson Theilen and Co. present at the next meeting to present a proposal. 14 ) The next meeting was set for Tuesday, September 12, 1995 at 4 :00 P.M. at the Utilities office. 15) Motion by Mr. Tralle, seconded by Mr. Dietz to adjourn.
