UTILITIES COMMISSION MINUTES
December 12, 1995
4 :00 P.M.
Present Were: George Zabee President
James Tralle Vice Chairman
John Dietz Trustee
Others Present:
Bill Birrenkott, General Manager; Bob McCartney, Water
Superintendent; Glenn Sundeen, Line Superintendent
1) The meeting was called to order at 4 :00 P.M. by President
Zabee.
2 ) Motion by Mr. Dietz, seconded by Mr. Tralle to approve the
agenda as amended. The Motion carried.
3 ) Motion by Mr. Tralle, seconded by Mr. Dietz to approve the
minutes of the previous meeting. The motion carried.
4) The proposed 1996 budgets were discussed and reviewed. Motion
by Mr. Tralle, seconded by Mr. Dietz to approve the budgets as
presented. The motion carried.
5) The substance abuse policy for Commercial Drivers was reviewed
and many changes were made. Motion by Mr. Dietz, seconded by
Mr. Tralle to approve the substance abuse policy for Commercial
Drivers as amended. The motion carried.
6) The General Manager reviewed the possibility of retail wheeling
with the Commissioners and a general discussion was held.
Possible options were discussed with no action being taken at
this time.
7 ) The Water Superintendent reported on the status of various
water department projects.
8) The Line Superintendent reviewed the status of construction
projects and other operating conditions.
9) The General Manager presented the Commissioners with a draft of
the 1996 operating budget. Action will be taken at a future
meeting.
10) The General Manager reviewed the November financial statements
with the Commissioners. Motion by Mr. Dietz, seconded by Mr.
Tralle to receive and file the November financial statements.
The motion carried.
11) Motion by Mr. Tralle, seconded by Mr. Dietz, to approve the
check register. The motion carried.
12 ) Motion by Mr. Tralle, seconded by Mr. Dietz to increase the
present wage scales by 3.74% and leave all personnel at their
present steps. The motion carried.
12 ) Motion by Mr. Tralle, seconded by Mr. Dietz to designate the
First National Bank of Elk River as the official depository of
funds for 1995. The motion carried.
13 ) The General Manager was directed to investigate the possibility
of Direct Deposit for Customers to pay their utility bills and
report back at a later meeting.
12 ) The next meeting was set for Tuesday, January 9, 1995 at 4 :00
P.M. at the Utilities office.
13 ) Motion by Mr. Dietz, seconded by Mr. Tralle to adjourn. The
motion Carried. Meeting adjourned at 5:40 P.M.
