UTILITIES COMMISSION MINUTES
October 12, 1994
9:00 A.M.
Present Were: James Simpson President

Other Guests Present: Carol Mills & Murray McNair representing
the Guardian Angels of Elk River, Jae Eisman of CBI Na-con, and
Dean Bach of Pitt-Des Moines, Inc.
1) The meeting was called to order at 3:00 P.M. by President
Simpson.
2 ) Motion by Mr. Zabee, seconded by Mr. Tralle to approve the
agenda as presented. The Motion carried.
3) Motion by Mr. Zabee, seconded by Mr. Tralle to approve the
minutes of the previous meeting as distributed. The motion
carried.
4 ) Carol Mills and Murray McNair, representing the Guardian Angels
of Elk River requested the Commissioners to reduce the fees to
be charged for the new addition, both in Water fees and charges
for underground electricity. It was noted by the Commissioners
that the Utilities are only billing for the same number of
residential equivalents as the City is billing for the SAC.
Motion by Mr. Tralle, seconded by Mr. Zabee to leave the water
charges for the Guardian Angels as invoiced, however, these
charges will be payable in thirds at the end of three
consecutive years with no interest. The motion carried.
5) Motion by Mr. Zabee, seconded by Mr. Tralle that the charges
for underground electricity for the Guardian Angels addition
be as per normal policy not to exceed the $5,000 estimate.

6) The General Manager reported that the bids for the Street
Lights for the Elk Park Center project and the Hillside
Commercial area were advertised and received. The apparent low
bidder on the project was Electric Service Company of
Minneapolis. Because this project is to be assessed, the
letter of recommendation and the bids were forwarded to the
City Council for action. The project has been started with the
awarding by the City Council.
7 ) Terry Maurer reported that bids were received for the Gary
Street Water Tower and the results are included in these
minutes. Motion by Mr. Zabee to award the Gary Street Water
Tower project to Pitt-Des Moines, Inc in the amount of $887,300
to include the painting of the existing 1,000,000 gallon water
tower. The motion carried.
8) The General Manager presented the Commissioners with an updated
Employee Handbook for approval. Motion by Mr. Tralle, seconded
by Mr. Zabee to approve the employees Handbook as presented
with the employees to acknowledge receipt of a copy within two
months. The motion carried.
9) The Line Superintendent updated the Commissioners on the status
of construction projects and other operating conditions.
10) Bob McCartney reported that the well in the Hillside Addition
is in the final development stage. When it is fully developed,
,
we will be able to design the treatment facility and proceed
with the construction of the treatment plant.
11) The General Manager reviewed the August and September financial
statements with the Commissioners.
12) Motion by Mr. Tralle, seconded by Mr. Zabee, to approve the
check register.
13) The Commissioners discussed the possible dates for a Joint
meeting with the City Council. The preferred date was Monday,
November 14 at 6 :00 P.M. and the alternative date was Thursday
November 10 at 6:00.
14 ) The next meeting was set for Tuesday, November 1, 1994 at 3:00
P.M. at the Utilities office.
15) Motion by Mr. Tralle, seconded by Mr. Zabee to adjourn. The
motion Carried. Meeting adjourned at 11: 15 A.M.
