Present Were: James Tralle President James Simpson Vice Chairman George Zabee Trustee Others present: Bill Birrenkott General Manager Glenn Sundeen Line Superintendent Charlene Roise Hess Roise Terry Maurer Maier Stewart & Assoc Marly Glines Developer Bob McCartney Water Superintendent Wade Lovelette Lead Lineman Mike Thiry Lead Lineman Mark Fuchs Lead Lineman 1) The meeting was called to order at 3 :00 P.M. by President Tralle. 2 ) Motion by Mr. Simpson seconded by Mr. Zabee to approve the agenda. The motion carried. 3) Motion by Mr. Simpson seconded by Mr. Zabee to approve the minutes of the previous meeting as distributed. The motion carried. 4 ) The Commisssioners discussed with staff and the developer the proposal from the City Attorney regarding the implementation of a Water Access Charge. Motion by Mr. Simpson, seconded by Mr. Zabee to pass a resolution instituting a Water Access Charge of $300.00 per residential equivalent as determined by previously passed motions. This fee will be paid at the time of request to be connected to the community water system, with the exception of new plats, which will be paid before filing of the final plat. The resolution furthur authorizes the City Attorney to prepare any ordinance amendments necessary to implement this policy. The motion carried. 5 ) Motion by Mr. Zabee, seconded by Mr. Simpson to authorize the City Engineer to award the low bid on the North Water Tower and authorize the low bidder to proceed with construction. The Motion Carried. 6) Motion by Mr. Zabee, seconded by Mr. Simpson, to authorize Maier Stewart to proceed with the planning and specifications for a well and treatment plant at the north tower sight. The motion carried. 7 ) Charlene Roise of the Historical Consulting firm of Hess Roise made a presentation regarding the preparation of a history of Elk River Municipal Utilities. Motion by Mr. Simpson, seconded by Mr. Zabee to authorize the firm of Hess Roise to proceed with the preparation of a history of the Utility as proposed. The motion carried. 8) Wade Lovelette, Mike Thiry and Mark Fuchs representing the outside work force made several proposals for their unit for the following year. Motion by Mr. Simpson, seconded by Mr. Zabee to have staff correlate with the work force certain items of clothing and equipment which the Utility requires them to wear or use to now be furnished by the Utility. The exact dollar amount per employee per year will be determined at a future meeting. The Motion carried. Motion by Mr. Zabee, seconded by Mr. Simpson to allow those employees retiring ingood standing to participate in the Utility Health insurance program at their own cost until such time as they are eligible for Medicare. The motion carried. Motion by Mr. Zabee, seconded by Mr. Simpson to increase the wage classes of all outside workers by 3. 18% effective June 1, 1993. The Motion carried. 9) Motion by Mr. Simpson, seconded by Mr. Zabee to pay Anoka Electric Cooperative the amount of the invoice as presented for the facilities and other costs associated with the takeover of customers in 1992 . The motion carried. 10) The General Manager reviewed the January, February, March and April financial statements with the Commissioners. 11) The Line Superintendent reported on the status of construction projects and other operating conditions. 12 ) Motion by Mr. Zabee, seconded by Mr. Simpson to approve the monthly expenditures. The motion carried. 13) Motion by Mr. Simpson, seconded by Mr. Zabee to authorize payment of $736.61 to A. N. Johnson Construction Company for work done in 1990 at our request for work on Lookout Place. The Utilities will then try to collect this amount from the homeowner. The motion carried. 14 ) Motion by Mr. Simpson seconded by Mr. Zabee to sell an old pickup to Vivian Schmidt for $501.00. The motion carried. 15 ) The next regular meeting of the Commissioners was set for Tuesday, June 8, 1993 at 3:00 P.M. at the Utilities Office. 15) Motion by Mr. Simpson seconded by Mr. Zabee to adjourn.
