10-13-1988 ERMU MIN UTILITIES COMMISSION MEETING October 13, 1988 Thursday 7 :30 P.M. Present Were: Douglas Dill President James Tralle Vice Chairman George Zabee Trustee Bill Birrenkott General Manager Others Present: Glenn Sundeen 1) The meeting was called to order at 7 : 30 P.M. by President Dill. 2) Motion by Mr. Tralle, seconded by Mr. Zabee to approve the minutes of the previous meeting as presented and distributed. Motion carried. 3) The General Manager reported on the new procedure requiring all Utilities to participate in the "Gopher State One Call" for location of underground facilities. Concern was expressed that this could increase the cost to Elk River Municipal Utilities approximately $12,000 per year, with no perceivable return. Glenn Sundeen stated that, in fact, it makes operation much more difficult . The commissioners directed the General Manager to prepare a letter to be directed to area legislators from the Commission. This would be for consideration at the next meeting. 4 ) The General Manager reported that the State of Minnesota has a law on the books regarding meter tampering and it is not necessary to have City Ordinances passed. 6) The 1989 Budgets as prepared by Staff were presented to the Commission and discussed. These will be studied and voted on at the next meeting. 7) Motion by Mr . Zabee, seconded by Mr . Tralle to have the General Manager report various methods of rate relief and have recommendations to be presented at the next meeting. Motion carried. 8) The September financial statements were presented and discussed . 9) Staff presented the Commission with the status of the construction and operations of the Utility with the attendant problems and concerns. It was reported that Royal Oaks will probably be completed by the time a hard frost occurs and freezes the ground. 10) The next meeting was set for Wednesday, November 16, 1988 at 7: 30 P.M. at the Utilities office. 11) Motion by Mr . Tralle, seconded by Mr . Zabee to adjourn. 12) Meeting adjourned at 10 :15 P.M. Bill Birrenkott General Manager
