Present Were: George Zabee President Jim Simpson Vice Chairman James Tralle Trustee Bill Birrenkott General Manager Others Present: Bob Palmquist Associated Consultants Glenn Sundeen Line Superintendent 1) The meeting was called to order at 4 : 00 P.M. by President Zabee. 2) Motion by Mr. Simpson, seconded by Mr. Tralle to approve the Agenda. Motion carried. 3) Motion by Mr. Simpson, seconded by Mr. Tralle to approve the minutes of the previous meeting as presented and distributed. Motion carried. 4) Bob Palmquist of Associated Consultants Engineers presented a study with various options regarding our two 18 year old fuel tanks at the power plant. It was pointed out that we will have to install leak detection and buy a 1 million dollar insurance policy at the very minimum. After considerable discussion, the following action was taken: Motion by Mr. Tralle, seconded by Mr. Simpson to authorize Associated Consultants to prepare plans and specifications to replace the two underground tanks with two 15, 000 gallon above ground fuel tanks at a cost estimated to be $90, 000 including engineering fees. The motion carried. 5) Residence requirements for employees on call were discussed. Motion by Mr. Tralle, seconded by Mr. Simpson to amend the requirements set forth at the previous meeting from a 5 mile radius to an 8 mile radius. The motion carried with Mr. Zabbe voting against the motion. 6) The General Manager reported on the status of Anoka Electric Cooperative negotiations. 6) The Line Superintendent reviewed the status of all projects and operating conditions with the Commissioners. 7) Motion by Mr. Simpson seconded by Mr. Tralle to authorize the General Manager to proceed to make arrangements with R. W. Beck and associates to conduct a system electrical coordination study.The motion carried. 8) Motion by Mr. Tralle, seconded by Mr. Simpson to pay to the City of Elk River $33,908, which represents the utilities cost to install two conduits plus one half of the street lighting costs associated with construction on the Parrish Avenue bridge over the Mississippi in 1984 . 9) The next meeting was set for Monday, December 10, 1990 at 4 : 00 P.M. at the Utilities office. 10) Motion by Mr. Simpson, seconded by Mr. Tralle to adjourn.
