UTILITIES COMMISSION MEETING
JULY 1, 1991
4 : 00 P.M.
Present Were: Jim Simpson President
James Tralle Vice Chairman
George Zabee Trustee
Bill Birrenkott General Manager

1) The meeting was called to order at 4 : 00 P.M. by President Simpson.
2) Motion by Mr. Zabee seconded by Mr. Simpson to approve the agenda.
The motion carried.
3) Motion by Mr. Zabee, seconded by Mr. Simpson to approve the
minutes of the previous meeting as distributed. The motion
carried.
4) Motion by Mr. Tralle seconded by Mr. Zabee to adopt an Economic
Development Rate to be offered to certain customers the details of
which shall be recorded with these minutes. The motion carried.
5) Motion by Mr. Tralle seconded by Mr. Zabee that the Utilities will
not assess any property owners for the work done on the Proctor
Avenue water main improvements. The motion carried.
6) The Line Superintendent reported on the status of construction
projects and other operating conditions.
7) The next meeting was set for Monday August 12, 1991 at 4 : 00 P.M.
at the Utilities Office.
8) Motion by Mr. Zabee, seconded by Mr. Tralle to adjourn. The
motion carried. Meeting adjourned at 5: 30 P.M.

ELK RIVER MUNICIPAL UTILITIES
ECONOMIC DEVELOPMENT RATE
This rate is available to those large businesses which are considering
locating in Elk River. Eligibility for this rate will be determined
by the Elk River Utilities Commission on a case by case basis in which
the Commission will consider the following factors:
1) The size of the load (generally only those loads of 500 KW and
above will be considered)
2) The number of employees to be in the work force (generally
only those firms with 30 or more employees will be considered)
3) The participation of ERMU's power supplier
This rate will have the following components:
1) The base rate will be the normal commercial rate in effect at
that time.
2) An Economic Development Credit will be given for all Kilowatt
Hours consumed based on the following schedule:
The first year 10 Mils per KWH
The second year 8 Mils per KWH
The third year 6 Mils per KWH
The fourth year 4 Mils per KWH
The fifth year 2 Mils per KWH
The sixth year 0 Mils per KWH
