UTILITIES COMMISSION MINUTES
OCTOBER 1, 1991
4 : 00 P.M.
Present Were: Jim Simpson President
James Tralle Vice Chairman
George Zabee Trustee
Bill Birrenkott General Manager
Others Present: Glenn Sundeen
1) The meeting was called to order at 4: 00 P.M. by President Simpson.
2) Motion by Mr. Zabee seconded by Mr. Simpson to approve the agenda.
The motion carried.
3) Motion by Mr. Zabee, seconded by Mr. Simpson to approve the
minutes of the previous meeting as distributed. The motion
carried.
4) Discussion was held concerning a Mrs. Peggy Johannes regarding a
new transformer which was installed to replace an old one. It
seems that the new one is much smaller in physical size than the
old one and her dog is able to crawl on top of it and jump her
fence. It was the opinion of the Commissioners that since the
fence was illegally installed in the easement that no action be
taken. The General Manager was instructed to write her a letter
informing her of the Commission decision.
5) The General Manager reported that the following bids were received
for the new bucket truck:
ABM No bid
Truck Utilities $76,207
Altec $68,829
R.M S $75,801
All of the bids met specifications.
Motion by Mr. Zabee, seconded by Mr. Tralle to award the purchase
contract to Altec in the amount of $68,829. The motion carried.
6) An analysis by Assosciated Consultants of the bids for Bituminous
Surfacing and Associated Site Work at the power plant was
presented and discussed. Motion by Mr. Zabee seconded by Mr.
Tralle to award the contract to the low bidder, Alber
Construction, in the amount of $31, 062 . The motion carried.
7) A discussion was held regarding the location of a future
substation site and the method to acquire the necessary property.
Motion by Mr. Tralle, seconded by Mr. Zabee to authorize the
General Manager to enter into a tentative purchasing agreement
with a possible seller, the finality of which would only be
completed with the subsequent ratification of the Commission at a
later date. The motion carried.
8) The Line Superintendent reported on the status of construction
projects and other operating conditions.
9) Motion by Mr. Tralle seconded by Mr. Zabee to authorize the
General Manager to purchase a redundant file server to serve as a
back-up to the main file server. The motion carried.
10) It was suggested that staff look into the possibility of mailing
the monthly bills, along with other information, in envelopes a
couple of times a year.
13) The November meeting was set for Tuesday, November 12, 1991 at the
Utilities office.
14) Motion by Mr. Zabee, seconded by Mr. Tralle to adjourn. The
motion carried. Meeting adjourned at 5: 15 P.M.

Site Work, Job #91496, we would recommend hiring Alber Construction,
Inc. They were the low bidder on the project. We have checked their
references and everyone checked was very satisfied with their work.
Please let us know who the contract is awarded to so we may execute
the contracts .
