UTILITIES COMMISSION MINUTES
June 9, 1992
4 : 00 P.M.
Present Were: George Zabee President
James Simpson Trustee
Absent was: James Tralle Vice Chairman

1) The meeting was called to order at 4 : 00 P.M. by President Zabee.
2) Motion by Mr. Simpson seconded by Mr. Zabee to approve the agenda.
The motion carried.
3) Motion by Mr. Zabee seconded by Mr. Simpson to approve the
minutes of the previous meeting as distributed. The motion
carried.
4) The survey on standby pay was discussed. The Commissioners
decided to take no action on the present policy. Motion by Mr.
Zabee, seconded by Mr. Simpson to authorize the General Manager to
purchase the appropriate work gloves for the outside workers. The
motion carried.
5) The Commission directed the General Manager to conduct a survey of
the policy of other utilities regarding the rental of equipment to
employees for personal use.
6) The General Manager presented the Commissioners with a study of
the costs for street lights and security lights along with the
rates and policies of Anoka Electric and Wright-Hennepin. The
study also included a recommendation for new rates and policies.
Motion by Mr. Simpson, seconded by Mr. Zabee to institute the new
street light rates and policies as presented by the General
Manager to become a part of these minutes. The motion carried.
7) The General Manager presented the Commissioners with a proposal
for a new Time-of-Day rate. Motion by Mr. Simpson, seconded by
Mr. Zabee to institute a Time-of-Day rate to be attached to and
become a part of these minutes. The motion carried.
8) The General Manager reviewed the estimated costs associated with
the refurbishment of the outside of the present office building.
Motion by Mr. Zabee, seconded by Mr. Simpson to authorize the
General Manager to proceed with the project as budgeted in a
timely manner. The motion carried.

9) Motion by Mr. Simpson, seconded by Mr. Zabee to increase the
amount of pay to the contract meter reader to 35 cents for an
electric meter and 20 cents for a water meter. The motion
carried.
10) The Line Superintendent reported on the status of construction
projects and other operating conditions.
11) The next meeting was set for Wednesday July 1, 1992 at 4: 00 P.M.
at the Utilities office.
12) Motion by Mr. Simpson seconded by Mr. Zabee to adjourn. The
motion carried. Meeting adjourned at 6: 00 P.M.
