Present Were: George Zabee President James Simpson Trustee Absent was: James Tralle Vice Chairman Others present: Bill Birrenkott General Manager Glenn Sundeen 1) The meeting was called to order at 4 : 00 P.M. by President Zabee. 2) Motion by Mr. Simpson seconded by Mr. Zabee to approve the agenda. The motion carried. 3) Motion by Mr. Zabee seconded by Mr. Simpson to approve the minutes of the previous meeting as distributed. The motion carried. 4) The General Manager presented the Commissioners with a notification from the State of Minnesota which requires the Utilities to collect from each water customer a tax for water testing. Motion by Mr. Simpson, seconded by Mr. Zabee to increase the basic service charge for water by 44 cents per month to cover the cost for additional taxes. The motion carried. 5) The Commission discussed the rental of equipment to employees. It was decided not to establish a formal policy at this time. 6) The General Manager presented the Commissioners with a study of connection fees for surrounding utilities. It was decided not to take any action at this time but to continue to study the practices of other utilities. 7) The practices for our charges for bad checks were discussed. Motion by Mr. Simpson, seconded by Mr. Zabee to charge people who write a bad check to us one half of the amount of the bad check with a $5 . 00 minimum and a $20. 00 maximum. The motion carried. 8) The General Manager updated the commissioners on the status of the takeover of Anoka Electric Cooperative customers. 9) The General Manager discussed an error in billing which had taken place on one of the commercial customers. It was decided to take no action regarding back-billing of the customer but to correct the error as soon as possible. 10) The Line Superintendent reported on the status of construction projects and other operating conditions. 11) Our present policy for deposits required for rental policy was discussed. Motion by Mr. Simpson, seconded by Mr. Zabee to amend policy to read "current customers with satisfactory established credit on our service, who are moving to a rental property, will be exempt from the deposit requirement" . The motion carried. 12) The next meeting was set for Tuesday August 11, 1992 at 4 : 00 P.M. at the Utilities office. 13) Motion by Mr. Simpson seconded by Mr. Zabee to adjourn. The motion carried.
