UTILITIES COMMISSION MINUTES
November 17, 1992

1) The meeting was called to order at 3 : 00 P.M. by President Zabee.
2) Motion by Mr. Simpson seconded by Mr. Tralle to approve the
agenda. The motion carried.
3) President Zabee explained that he had received many contacts from
concerned citizens in the Westwood area regarding the new Water
Access Charge which was approved at the October meeting. The
concern was that these citizens were told by the City Council that
the charges had been frozen for a period of four years. He
reported that he had researched the minutes and transcripts of the
tape recordings and found that no such promise had been made,
however he could understand that there might have been a
perception among those attending these meetings that this might
have been construed. Mr. Simpson reported that his research had
found the same thing. Mr. Tralle reported that his recollection
of the meetings were that no promise had been made to freeze the
connection fees for a period of four years. However, Mr. Tralle
said that he could see where some confusion may have come from
some of the action taken.
Motion by Mr. Tralle, seconded by Mr. Simpson, that the Water
Connection Fee for the Citizens of the Westwood assessed for the
water and sewer project completed in 1992 be frozen at $300. 00
until October 1, 1996 . The motion carried unanimously.
4) Motion by Mr. Simpson, seconded by Mr. Tralle to adjourn. The
motion carried. Meeting adjourned at 4 : 00 P.M.
