UTILITIES COMMISSION MINUTES
December 7, 1992
4 :00 P.M.
Present Were: George Zabee President
James Tralle Vice Chairman
James Simpson Trustee
Others present: Bill Birrenkott General Manager

1) The meeting was called to order at 4:00 P.M. by President Zabee.
2) Motion by Mr. Simpson seconded by Mr. Tralle to approve the
agenda. The motion carried.
3) Motion by Mr. Tralle, seconded by Mr. Simpson to approve the
minutes of the November 10 meeting. The motion carried.
4 ) Motion by Mr. Simpson, seconded by Mr. Tralle, to approve the
minutes of the special meeting of November 17 . The motion
carried.
5) Motion by Mr. Simpson, seconded by Mr. Tralle, to approve the
minutes of the special meeting of December 1. The motion carried.
6) The General Manager reviewed the proposed operating, equipment,
and construction budgets with the Commissioners. Motion by Mr.
Tralle, seconded by Mr. Simpson, to approve the budgets as
presented to be filed with and become a part of these minutes.
The motion carried.
7 ) The General Manager reported that another large area has been
acquired from Anoka Electric Cooperative on December 3, with
another large area scheduled for December 8. It is planned that
most of the scheduled area targeted for takeover this year will
take place before the end of the year.
8) The General Manager reviewed the November financial statements
with the Commissioners. It was noted that these statements are
unaudited and may contain errors. It was also noted that the
November revenue figures do not seem as high as they should be.
The General Manager reported that a thorough search has already
been started to see if an error could be found. Motion by Mr.
Zabee, seconded by Mr. Simpson to receive and file the November
financial statements.
9) Motion by Mr. Simpson, seconded by Mr. Tralle, to approve the
monthly expenditures, with the typographical error corrected, as
listed on the check register. The motion carried.
10) The Line Superintendent reported on the status of operating
conditions and construction projects.
11) The General Manager reported that a professional meter testing
company had tested 50 of our larger installations. It was noted
that the errors found will more than pay for the cost of the
testing. The plan is to test the remainder of the large
installations next year.
12 ) The next regular meeting of the Commissioners was set for Tuesday,
January 5, 1993 at 4:00 P.M. at the Utilities Office.
13) Motion by Mr. Simpson seconded by Mr. Tralle to adjourn. The
motion carried. Meeting adjourned at 5:35 P.M.
