SR 08-06-2018 EOty1 ,., Request for Action River To Item Number Mayor and City Council 4.4 Agenda Section Meeting Date Prepared by Consent August 6, 2018 Lauren Wipper, Human Resources Manager Item Description Reviewed by Part-time Recreation Coordinator Additional Hours Cal Portner, City Administrator Reviewed by Action Requested Approve,by motion, an increase to part-time Recreation Coordinator Karen Wingard's hours to 32 hours per week retroactive to July 24, 2018. Background/Discussion As discussed at the July 23, 2018,budget work session, staff recommends increasing Recreation Coordinator Karen Wingard's hours from 29 to 32 per week. Ms. Wingard was a key organizer for ElkRiverFest and the Farmer's Market. Increasing her hours provides more time to solicit event participants, additional sponsorship revenue and keeps her compliant with the Affordable Care Act with regard to average work hours per week and healthcare benefits. As the City Council was agreeable to the recommendation, the change is retroactive to the date of the date of the request. Increasing Ms. Wingard's hours to 32 per week also makes her eligible for prorated insurance benefits which will become effective August 1, 2018. Financial Impact Additional hours and benefits for the rest of 2018 increase costs by approximately$8,200. These costs will be partially offset by savings from the transition in the recreation assistant position that was filled earlier in the year.
