Action Requested
Receive information from Brian and Errin Opsahl,ERPD and Planning regarding concerns about the
operations at the Elk River Sportsman's Club. Provide staff direction as determined.
Background/Discussion
The Opsahl's had their vehicle damaged by a stray bullet they believed to have been discharged from the
Elk River Sportsman's Club. Fortunately,no one was injured as the family was hosting a birthday party
for their child in their residential neighborhood.
ERPD investigated the complaint and toured and inspected the Elk River Sportsman Club.
The Opsahl's would like to see operational changes at the club to better ensure safety in the surrounding
area.

Re: Stray bullet
Dear Council Members*
On Saturday June 3 01h during my six year old's birthday party a stray bullet came down and shattered
the back windshield of my husband's car.The police were called and an investigation was
opened. Unfortunately, the result of that investigation has been ruled as inconclusive. Although there
is no irrefutable proof, we believe the bullet came from the nearby gun range. The fact that this cannot
be proven is primarily due to insufficient security measures at the gun range. We believe enhancing the
security would not only protect the range, it would protect the community that surrounds it
This has weighed on my husband and me as this is riot the first incident. While we were singing happy
birthday to my son we believe the bullet hit my husband's car between the hours of 3:45-4:15.This isa
dangerous public safety issue and we would hate to see this happen to another family. Please add this
matter onthe agenda for anopen Council meeting and inform usnfthe date this matter will be
discussed.
The following are the changes w/ewould like tosee.
• Permanent relocation of the gun range as it is becoming a more densely populated area!with
homes and communities that surround it.
• A paid security officer with a security background to be present during all firing hours. Someone
that |snot amember ofthe Sportsmen's Club.
* 4 paid security officer with a security background someone that is not a member of the
Sportsmen's Club working the entrance that would login all firearms present on all members.

• Backgrounds tobechecked yearly ufall members
Furthermore we believe the gun range has outgrown this residential community. It's not only dangerous
itinobviously putting the safety ofour community atrisk. |twould bebetter suited inanarea that does
not have communities that surround it. We ask the council not to wait for a tragic outcome to make
changes.
