Background/Discussion Throughout the discussion of recreation facility needs, the Council has focused primarily on the ice arena and in some cases replacement of community meeting space currently utilized at the Lions Park Center. Staff has held discussions with YMCA representatives regarding the possibility of expanding the Elk River YMCA facility to host senior services. Users of the Activity Center 55+ facility have been vocal in their support to maintain the existing facility and have appointed three representatives to act as liaisons with city staff. The building system cost estimates for the existing facility are placeholders in the capital improvement plan and are very preliminary. At the Council's request, 292 Design Group and RJM Construction have been asked to put together a basic improvement plan to include building system replacements (roof, HVAC,windows,interior treatments),ADA accessible restrooms,partitioned studio and billiards areas, storage space and office space to allow for expanded use and potential revenue. Parking needs were not addressed and would require neighboring property acquisition. Lastly, after much staff discussion,we have reached out to the school district to see if they would be open to some ERRS parking lot enhancements resulting in additional parking which may make the multipurpose recreation facility a viable option to host senior services. 292 Design and RIM are also including dedicated senior space within the existing multipurpose facility plan for consideration. It is the intent of the YMCA, in partnership with the City of Elk River, to provide Senior Center services. Elk River Senior Residents ages 55 and older would have access to the Elk River YMCA and Senior Center in Elk River M-F from 8 AM- 4PM. 2. The YMCA agrees to offer: Exercise classes, enrichment classes, a lounge-like area, cards, billiards, (2 billiard tables donated by the city) and coffee. Additional clubs and activities will be ongoing as determined by both parties. Appropriate space for the Senior Center, will be determined once programs and operations have been agreed upon. The term will be for XX years. The determined space financed by XXX for $.$ and XXX for $.$. 3. Daily, the YMCA will provi e one ' esignated YMCA staff to plan, program and facilitate the Senor Center operation. This staff would be the current Senior Center Staff and would be a YMCA contract employee. (or Y employee look at all options but know we want to retain her). This staff member would be responsible for all aspects of the Senior Center that includes: part-time staff, volunteer recruitment, background check and training and scheduling of part-time staff, volunteers, program scheduling and implementation, overall operation of the Senior Center, ;coordinating programs, classes and enrichment opportunities. 4. 1tiYMCA shall provide the normal custodial and general maintenance services for they " e occupied. 5. Elk Riv Administrator, will serve as the City liaison and Elk River Executive Director fo YMCA. 6. Program partici p s, members and partners will be kept informed about the program through regular communication pieces done by the YMCA to be promoted with the City. 7. Senior Participation can be done by: 1) Membership with Silver and Fit or Silver Sneakers which is free with a qualifying insurance plan. 2) Daily voluntary donation of$5. A subsidized membership for City of Elk River residents of XXX funded by XXX. 8. The YMCA agrees to release, hold harmless and indemnify the City of Elk River, its individual councilmembers, all employees, demands, action or causes of action, of any kind; arising out of or resulting from the negligent acts or omissions of the YMCA. To the extent authorized by law, statutes, and constitution of the State of Minnesota. 9. The YMCA agrees to provide its own public liability insurance coverage at an amount not less than one million dollars of liability coverage and the YMCA shall name the City of Elk River as an "additional incur $5, n its insurance policy and, furthermore, shall provide the city with a Certi f Insurance delineating this contractual provision. 10. The City of Elk River agrees to provide its own public liability insurance coverage at an amount not less than one million dollars of liability coverage or to provide evidence of self-insurance and City of Elk River shall name the YMCA as an "additional insured" on its insurance delineating this contractual provision. If self- insurance applies, a letter outlining the limit of coverage's for the third part liability shall be outlined and pr to the YMCA, .
