IStaff is currently in discussion with MNDOT and BNSF Railroad concerning crossing or I paralleling their facilities. We are also seeking engineering proposals for Substation 14 modifications and mapping of underground cable. Attached is a preliminary sketch of the proposed Station 14 Substation expansion. Bids will be received on August 30, 2005 for I 1-15 MVA transformer at Substation West and option to purchase another 15 MVA for Station 14. Delivery of transformers of this size is in the 20 to 48 week time frame. Staff is preparing cable bid documents for 120,000 LF of 1000 MCM URD EPR cable. I will I have a sample of this cable at our board meeting. We continue to meet with Ryan/Target personnel concerning technical electrical issues for this facility. We anticipate authorization to proceed with our phase of this project on September 15, 2005. Rd 30 in Elk River, Minnesota. A proposed site plan is enclosed for reference. The facility will be a two-story building with a 160,000 total gross square footage footprint, included 45,000 SF on the second floor. The building will be used to house computers that are used to store and process data. Due to the high concentration of computer hardware, a portion of the building will be cooled by re-circulated cooling water. This use also requires a high demand for sanitary and ' electrical power. The proposed Data Center will have a relatively small number of employees; therefore, domestic utility consumption is minor. ' The proposed Data Center requires "will-serve" letters from utility providers as part of their operational analysis of a site. These letters are to list the specific utility requirements that can or cannot be met for each utility. Ryan Companies US, Inc. is responsible for determining the location, ' size and available capacities of existing services. We are also required to indicate all proposed city improvements, critical dates affecting development, cost sharing potentials, and cost efficient design ' alternatives. Additionally, we are trying to verify all required new easements and all existing easements that should be vacated. As the developer, Ryan Companies US, Inc. makes all of the preliminary arrangements for all permanent utilities. ' The general requirements are that all site utilities, except gas, are installed within 5 feet of the building wall at the locations designated on the building plan. Gas is installed within the building ' wall perimeter at the location designated on the Data Center building plan. All utilities with the exception of electrical power, will installed parallel to a building wall shall be not les than 10 feet from the face of the wall. Electrical I A. Provide rate information to The Data Center for primary service: 1. Total load of 8,884 Kw/10,452 KVA, 0.85 power factor. Service for this I load will be required by August 2006 for commissions of the data center. B. Provide Two 15KV Nominal service to a disconnect location on site. I Conduit from the property line to the disconnect location will be provided by the I owner. B. Water I The Data Center requires its own meter. A 3" domestic water connection to the building with a water meter is installed. Please verify the location of the meter (inside or outside the building, on building or in exterior vault) and if branch from 4111 water main is inside or outside of the building or if a separate tap is required. The Data Center determines size of meter on site-specific water pressure. The Data Center will be responsible for the meter if located inside the building. t Total Domestic use average (excluding site irrigation) is 137,000 gallons per day. This includes a peak flow of 142 GPM (204,480 gallons per day) or average flow I of 95 GPM (136,800 gallons per day) to the cooling towers. These are estimated values. The cooling tower blow down rates will depend on the quality of the water serving the site. I Domestic use for occupants will require a peak flow of 60 GPM (86,400 gallons per day), and an average flow of 900 gallons per day. I Target's fire flow requirements are 1270 GPM peak flow with activation of a dry I sprinkler system and a hose to extinguish the fire. ' 50 South Tenth St., Ste. 300 Minneapolis, MN 55403-2012 ' Subject: Will-Serve Letter Dear Lee; We acknowledge receipt of your correspondence dated July 11, 2005 concerning utility service to your proposed facility. The Elk River Municipal Utilities is the water and 1111 electric provider for this area of Elk River. The municipal water system has adequate supply and distribution capacity to meet the ' needs reflected in the above referenced letter. The water meter is of utility ownership and located inside the facility. This meter will be radio read on a monthly basis. We will need access to this meter for calibration and maintenance on an annual basis. With an assumed 3" meter, a by-pass loop will be required to facilitate meter maintenance. You will also have an un-metered service for your fire protection system. The connection fee will be the WAC fee of$1700/unit plus the cost of the water meter. The number of WAC units will be determined by the building and zoning department using Met Council guidelines. The Elk River Municipal Utilities will loop the water main from the southeast property corner going east along Co. Rd. 30 to the existing l0"/DIP. There is an 10" DIP water main on the north edge of your proposed property line. ' After some electric system enhancements, the Elk River Municipal Utilities can satisfy your electrical capacity and energy requirements as reflected in your July 11, 2005 correspondence. This will include normal and first contingency service from two electric ' feeders from different distribution substations. The system enhancements include construction of 2-13 MVA underground electric feeders and modifications to two existing substations. The two electric feeders will be constructed on either utility owned 11111 land or public right of way. If notice to proceed is given by September 15, 2005, full service from the two substations can be provided by mid November 2006. Service voltage will be at 12.47 KV. I The Elk River Municipal Utilities policy for commercial/industrial customers is for the 11/1 customer to fund one half of the costs of the added infrastructure to support their facility. Because the proposed site is already served by an electric feeder (although not large I enough) there would be no contribution requested except for one half of metering facility costs. This cost is estimated to be in the $15,000 range depending on the final metering I arrangement. Because you desire to have a second full capacity feeder from another substation, this is beyond our normal service provided. A contribution of one half of this feeder cost would be required. This cost is in the $375,000 range. The funds to make the I necessary system enhancements would come from bond proceeds which will be paid by electric sales revenues. The bond underwriters will require some form of assurance that adequate electric revenues will be derived from this project to secure the bond payments. The Elk River Municipal Utilities (ERMU) has a large electric use customer desiring to locate in Elk River. This customer desires a source of electric feed from two different Ile substations. Our analysis indicated that expanding station #14 with another 69KV / 12.47 KV transformer on the east 69KV bus is the best solution. All agrees to move in this direction with GRE's full support and approval. ' GRE is upgrading this substation in the late 2005 to mid 2006 time frame. GRE will incorporate a 600 amp minimum 69 KV switch at the north end of the east 69 KV bus. ERMU using USG as their engineers will design, purchase the necessary materials, and construct the distribution substation which will be operational by fall of 2006.
