I Subject: Otsego Substation Update
I The Otsego planning commission on August 1, 2005 acted on our request to expand the
Otsego Substation. The Otsego City Council took up this issue on August 8, 2005. Both
the planning commission and the City Council was very supportive of our request and
PItook the following actions.
A) Approve a rezoning of the subject site from R-3, Residential-Long Range
•
I Urban Service District to INS, Institutional District based on a finding that
the proposed use is an allowed use by Conditional Use Permit in the INS
District.
IB) Approve a CUP allowing an electrical substation expansion at the
intersection of Packard Avenue NE and County Road 39, subject to the
Ifollowing conditions:
1. Proposed plans must be revised to show the expansion structures
Icompliance with all applicable setbacks.
2. Distribution power lines running from the substation east through
I to the Mississippi Shores 6`11, 7111 and 8`1' additions must be placed
underground within twelve months of recording of the CUP.

3. Applicant must submit a landscape plan depicting adequate
screening of the site from adjacent residential properties, subject to
City staff approval.
I
4. Provide City a 42' wide easement on north side of property for
future CSAH 39 road expansion. 4111/1
5. Paint or replace existing metal meter building (owned by Wright I
Hennepin Co-op).
6. No over night storage of vehicles. I
Attached is a plan view of the proposed expansion. With the City of Otsego action, we

can now proceed with this substation expansion. In a complicating but expected issue,
condition 2 above will require us to bury the existing overhead line on the north side of
CSAH 39. This will be an added cost. We will also need to construct feeders from this
I
substation as well.
