' Subject: Substation Upgrades
Due to the continued growth in Elk River, a $600,000 project was scheduled to upgrade
two substations in 2006. The original plan was to purchase a new 15 MVA 69KV
transformer for West Substation. The existing 12 MVA 69KV West Substation
transformer would go to the North Substation.
With the immediate growth in Otsego and electric feeder restraints, the expansion of the
' Otsego Substation is more necessary than upgrading the North Substation. After staff •
analysis, instead of moving the existing 12 MVA West Substation transformer to the
North Substation, it would serve us better to move it to Otsego. With the expansion of
Station 14 Substation, the North Substation will be adequate for some time in the future
without up-grading.
In doing the Target project research, substation transformers are 20 weeks to 48 weeks
delivery. Our desire is to get the new transformer installed at the West Substation in
April 2006 before the summer peaks. Bids for this transformer will be received on
' August 30, 2005. Estimated cost is $410,000. This bid also contains an option to
purchase a second identical transformer for Station 14 to accommodate the Target
project.
