The final rate as presented above actually decreased slightly by approximately $2000 from the initial rate structure. This wholesale rate reflects a $251,000 rate increase or a 2.51"/0 Increase. Our 2006 budget required a $251,000 retail rate increase to cover the costs of the wholesale rate increase.
