I . Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Housing and
Redevelopment Authority was called to order at 4:31 p.m. by Chair Toth.
2. 2018 HRA Budget
Ms. Othoudt presented the staff report. She explained the personal services budget figures
wouldn't be available until after the July 16 City Council meeting where the new comp plan
would be reviewed and implemented, but the goal for the budget would be to maintain a
balanced budget after receiving those numbers and possibly adjust the property acquisition
figure to balance the budget.
The HRA reviewed the downtown permanent public fixture policy. It was suggested to
remove any dollar amount from the policy and to remove the word "board" from the policy.
The consensus of the HRA was to begin with $5,000 in the 2019 budget and to discuss with
the Downtown Association that the funds would be used to acquire, install, and maintain
permanent public fixtures in the downtown area, and communicating with them what those
fixtures would be.
The HRA discussed increasing line item 4361 — Insurance to $2400 to cover the two
additional properties they recently acquired.
Ms. Othoudt reviewed the goals and the EDA/HRA strategic plan. She noted the HRA will
need to update the strategic plan sometime by the end of 2019 and discussion followed
regarding budget funding for updating this plan either by hiring a consultant or handling it
internally by staff. It was the consensus of the HRA to have Ms. Othoudt distribute her
strategic plan mark-up to the commissioners to review and discuss what items are shared
with the EDA and completed.
