Background/Discussion Dan Belair’s final day of work with the City of Elk River is August 24. We are currently recruiting for his replacement. We anticipate having the position refilled by sometime in October. His departure creates immediate construction inspection needs that must be covered. Staff has reached out to area engineering firms seeking interim inspection coverage for our ongoing projects. Three firms returned statements of qualifications for inspectors they have available. Staff reviewed this information and is recommending contracting with Hakanson Anderson Inc. to provide these services. Their proposed inspector, Jon Halter, did an outstanding job for us on the 2017 Street Improvement project and is well qualified to help us with this task. Financial Impact The basis for compensation on the proposed contract will be hourly and is expected to end when our new employee is onboard and up to speed on the position or no later than November 15, 2018. Many of the hours we will be contracting for will be for inspecting construction work in private developments. All of the costs for this time will be fully reimbursed per the respective development agreements. The other main project needing coverage is the 6 ½ Street/Quinn Avenue project. The costs for time spent on this project will go into the TIF district. Our Project Understanding, Project Team and Proposed Compensationfor thisprojectare described below. PROPOSED SCOPE OF SERVICES Hakanson Anderson will provideconstruction observationservices on an interim basis from approximately August 22, 2018 through November 1, 2018. We understand that the there are several private developments and one City project that may be under construction and will require our services. Our services will be on call, and the City may suspend our services at any time. Our construction observer(s) willvisit the construction projects toensure that all work conforms to the approved plans and specificationsandCity of Elk Riverstandards.For City projects, we will record actual quantities of work and evaluate change order requests, if necessary. We will provide necessary information for preparation ofPay Applications, and other pertinent items in administering the construction contract. We will keep a written record of the construction activities and provide Construction Observation Reports to the City of Elk River on a weekly basis. PROJECTTEAM The team for this project was carefully selected based on their qualifications, experience and availability. Due to the importance we have placed in serving you, your team will include many of our key employees with a wealth of relevant experience. We have assembled a team of qualified staff members to complete the work efficiently, cost effectively and professionally. JonHalter, P.E., SeniorConstruction Observer/ Construction ObserverManager. Jon is a Senior Construction Observer and has over 26years of construction experience. His construction observation experience includes: street construction and reconstruction, sanitary sewer, pipe jackings and borings, liftstations, watermain, water supply, storage and treatment facilities and storm sewer. John holds his Mn/DOT Certification in Level 1 Aggregate Production, Level 1 and 2 Bituminous Street, Concrete Field, Grading and Base and also Construction Installer and Construction Site Manger.Jon will coordinate the required construction observation services from Hakanson Anderson andwill effectively communicate with affected property owners and City personnel on various aspects of the project. From time to time,Jon may have to attend a meeting or visit a site for projects in which he has been thoroughly involved and has first-hand knowledgeof a particular situation.In these instances, Sam Morse or Andy Evans will be available to provide construction observation services.It is anticipated that Jon will be available 95% of the time during the contract period. Sam Morse, P.E., Construction Observer.Samis a Construction Observer with 2 years of construction observation experience at Hakanson Anderson and 6 years of construction experienceoverall. Sam has experience in sanitary sewer construction, watermain, street construction and reconstruction. Sam’s MnDOT certifications include Level 1 Aggregate Production, Level 1 and 2 Butuminous Street, Concrete Field, Erosion and StormwaterManagement, and ADA.Sam is also experienced in AutoCAD drafting software and GIS software. Sam will be available in early September and will effectively coordinate with the City, Contractors and developers as needed. Andy Evans, P.E.,Construction Observer. Andy has over a decade of construction experience and is going on his third year as a construction observer with Hakanson Anderson. Andy has gained extensive experience in the construction of sanitary sewer, watermain, storm sewer, and streets. Andyholds his Mn/DOT certifications in Bituminous, Concrete, Aggregate Base, and StormwaterManagement.Andy will be available in mid August to serve the City of Elk River as needed. PROPOSED COMPENSATION It is proposed that the Construction Observation services will be invoiced on an hourly basis in accordance with our standard Municipal Hourly Rates.The 2018 hourly rates for the staff identified in this proposal are as follows: Jon Halter, Senior Construction Observer / Construction Observer Manager$92/Hr Sam Morse, Construction Observer$85/Hr Andy Evans, Construction Observer$85/Hr In addition to the hourly rate, mileage will be invoiced at the current IRS rate.
