SR 08-20-2018 Request for Action To Item Number Mayor and City Council 4.5 Agenda Section Meeting Date Prepared by Consent August 20, 2018 Justin Femrite, P.E., Public Works Director Item Description Reviewed by 6 ½ Street and Quinn Avenue Grading/Stormwater Cal Portner, City Administrator Quote Reviewed by Action Requested Accept, by motion, the quote received for work on the 6 ½ Street and Quinn Avenue improvements by New Look Contracting, in the amount of $165,485 for site grading and storm sewer construction. Background/Discussion In 2017, a Tax Increment Financing (TIF) district was approved for the area between Quinn and Proctor Aves south of the railroad tracks. As part of this TIF district, additional street and stormwater improvements were approved as part of the redevelopment with 6 ½ Street to be constructed with a connection to Proctor Ave (opposite the Beaudry Gas Station and office) and connect to Quinn Ave. Quinn will be reconstructed in this area at and north of the 6 ½ Street intersection. As part of the project, staff incorporated stormwater treatment for the new streets, Beaudry Truck Stop, and some capacity to handle future development. Construction is anticipated to start in early September of this year and be completed by the end of October. The site grading and storm sewer construction quote package was sent out to four contractors and only one was returned. The site and storm sewer work requires lead time in order to have the materials delivered in time for the project. Staff is reviewing the street and concrete quote packages and will bring them back at a future meeting. Financial Impact Tax Increment Financing (Redevelopment) District No. 24 will reimburse the public improvement costs as tax increment revenue is received.
