AN ORDINANC~ PROHIBITING UN~EC~SSARY AND UKUSUAL NOISE

Unnecessary ~oises generall? _ It shall be unlawful
for any person to make,cont~mue or cause to be made
or contioued any un necessary or unusual noise between
the hours of fA.lvi.and B P.M. which either anno~rs
oJ ,
injures or endangers the comfort,repose,health or
safety of others,or to make continue or cause to be
made or continued be~ween the hours of 5 P.k.and 6A.M.
wheather in the operation of any machine or the exerci
se of any trade or calling or otherwise any noise whic~
either annoys,injures or endangers the cOmfort,repos€,
health or safety of others,unless the making and
continuing of the same be necessary for the protection
or preservation of property or of the health,safety life
or limb of some person. '
Section 11-Unnessary noises Near Hospitals or Schools_It shall be
unlawful for any person by himself or the operation
of any instrument,agency or vehicle to make any unnessa
ry or unseemingly noises within 150 feet of any portion
of the grounds and premises on which is located a Hospi
tal or other institution reserved for the sicklor any
School during School hours, The Council shall p ace as
many signs as they deem proper within or near the zones
hereby crsated,calling attention to the prohibition
against unne"ssary noises within such zone.

Section 111-Blowing Steam Whistles-It shall be unlawful to blow
any steam whistle except as follows:for an alarm of
fire,upon locomotive engines outside the district boun_
ded by Elm Street on the east and Thomas street on the
west in said Village:upon stationary engines in factorie)
or other industrial establishments at the .time of 12-
oCl 0 ck noon and one P.M.. or the beginning or quttting

of work in such establishments,
Section IV_Discharging Firearms and ExplosivEs_It shall be unlaw
ful to fire or discharge a gun, squibs , crackers ,gun
powder or other combustable. substance

in the streets or elsewhere for tehpurpose of making no
ise or disturbance,except upon proclimation or by ,
written permission of the fresident of the Council.
Section V-Siren Whistles and Gon~+It shall unlawful for any
l2.ersori-~carry -or use' upon any vehicle an~T Gong or Sir e
whistle similar to that used on ambulances or vehicles of
the Police, fire departments and State traffic Patrols.
Sect=on VI_Any person violating the provisions of the above
Ordinance shall be guilty of a misdemeanor and upon
conviction thereof,may be fined not to exc~ed Twenty Five
dollars or by imprisonment in jail for not more than ten
days.
Section VII_This Ordinance shall take effect and be in force from
and after its publication. ~
On motion of Geo.Cornelius Trustee seconded by L.L.Bishop
trustee the 'roll call was made with the following result

Noes-none.Motion devared carried by the Pres.and o~dered
printed.
The Clerk was instructed to send a copy of the above
Ordinance a~ter its publication to the Division Supt.of
the N.P.Ry.asking him to comply with this Ordinance
