The Village Council of t~e VillaGe of Elk River do ordain as
follows,
Section l-Definitions;_ The following terms are hereby
defined as used in this Ordinance.
a. "Transient merchant" Any person selling an~' merchandise
eithe: as principal or agent,from a building or lot which he
occup1es as a tel~ant at will or under a lease for a shorter
term than six months or from a railroad car or truck oa a
