Action Requested
Authorize, by motion, the acceptance of the bid and execution of the contract with Graphic House in the
amount of $497,010 to fabricate and install wayfinding signage in accordance with the Wayfinding Master
Plan.
Background/Discussion
In May of 2016, Council approved a Wayfinding Master Plan. In 2017, two Request for Proposals (RFP)
were sought and rejected for the fabrication and installation of signage. The first bids were not an apples-
to-apples comparison and needed to be clarified better for bidders. The second set of bids was more than
budgeted and Council requested to make further design changes in order to reduce costs.
There were 18 companies that downloaded the plans and Graphic House was the only respondent who
submitted a bid. With the two previous bid solicitations, contractors sometimes will stop putting work
into a bid if they are not confident it will be awarded.
Staff met with Graphic House and completed reference checks. Reviews for Graphic House were good.
The have completed work for health care companies such as Allina, and other cities, such as Brooklyn
Park. Staff is satisfied they will be able to complete the project according to our master plan
specifications.
If approved the project will start in October of 2018.
Financial Impact
This project is budgeted in the Capital Improvement Plan at $200,000 per year for three years with a total
budget of $600,000. Monies are designated from the GRE Fund.

A designated fund has been established for the implementation of signage on an annual basis. The established
yearly budget for signage fabrication and implementation is $200,000.00 over a three year period. The
suggested year for construction provided in the bid form below is an estimate based on our anticipated budget.
The City of Elk River reserves the right to adjust quantities from one year to another to meet the project
budget.
