Action Requested
Adopt, by motion, a resolution opposing the sale of strong beer, wine, and spirits in grocery and
convenience stores.
Background/Discussion
Last legislative session, a bill was introduced to allow the sale of strong beer, wine, and spirits in grocery
and convenience stores. This bill is expected to be introduced again in this next upcoming legislative
session.
The primary purpose of liquor regulations is to control the sale of alcohol, including public safety and
health issues. The Elk River Municipal Liquor Stores have identified a need to preserve the current
regulations regarding the sale of strong beer, wine, and spirits.
To show state legislative leaders where cities stand on this matter, other cities have passed similar
resolutions of opposition.

A Resolution of the City Council of the City of Elk River Opposing the Sale of
Strong Beer, Wine and Spirits in Grocery and Convenience Stores
WHEREAS, the sale of strong beer, wine and spirits has long been regulated to preserve
public health and minimize public safety concerns; and
WHEREAS, to promote public safety and public health, cities have an interest in
preventing the increased alcohol availability associated with increased alcohol related
problems in both youth and at risk adults; and
WHEREAS, the public safety and health risks created by increasing access to youth and at
risk adults and the increase of alcohol-related motor vehicle accidents far outweigh any
convenience to the public of relaxing present regulations and allowing the sale of strong
beer, wine and spirits in grocery and convenience stores.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk
River, Minnesota, as follows: We oppose the sale of strong beer, wine and spirits in grocery
and convenience stores.
