Memo from the City Engineer Case No. CD 05-08 May 2, 2005 Page 2 Overview ISD 728 is proposing to construct an elementary school at the southwest comer of Cleveland Street and Twin Lakes Road, in the River Park development. The site is 21 acres in size and was previously used as cropland. It is bounded by Twin Lakes Road on the north, Cleveland Street on the east, 1915t Avenue on the south and Hoover Street on the west. The city has a 2.6 acre lot adjacent to this site that will be utilized for a fire station/well house. The site includes two multi-use fields and a softball field. Analysis Site Layout The school is located on the north half of the site. There is a main entrance in the front of the building and a secondary entrance on the east side. The bus loading area is located in front of the school and a circular drop off area is located on the east side. Athletic fields are located in front of the school. A system of trails and sidewalks connects the school, athletic fields and the streets. Parking and Access The site plan includes 3 parking lots and a bus loading area that could also be utilized for event parking. There is a 28 space parking lot on the east side that will be designated for visitor parking. A circular drop-off area is adjacent to the east entrance of the building. There is a 66 space parking lot on the west side of the building that will be for staff and could be used by people utilizing softball field. A 37 space parking lot is located in the southeast comer of the site, adjacent to the multi-use fields and across from the fire station. There is sufficient parking on site to meet the parking requirements The main access into the site is from 191 5t Avenue; it will be shared with the fire station/well house. This driveway will service the bus drop off and load area, the visitor parking lot, the circular drop-off drive on the east side of the building and the parking lot adjacent to the multi-use fields. Most of the visitor traffic, all of the bus traffic and all of the drop off traffic will use this main entrance and should not impact the side streets. There are two driveways on the west side of the site, off of Hoover Street. One driveway provides access to the staff parking lot and the second provides access to the school's loading dock and the staff parking lot. A 20 foot fire lane is provided around the building. The site plan will be revised so that the fire lane will not connect with the drop off area on the east side, but will extend around the side of the building and connect with the bus loading area. The Fire Chief was concerned with the fire lane being blocked while parents are waiting to pick up students. Staff is recommending screening between the single family lot and loading area and between the back of the goals on the multi-use fields and 191 st Street. A shade tree should be planted near the tot lot and some wetland tolerant trees around the sedimentation ponds. Building Elevations The exterior of the building will be a mix of rock face block and face brick with accent metal panels. The roof will be composite shingle. Plannin~ Commission Meetin~ At the Planning Commission meeting held on April 26th, no one spoke at the public hearing. The Commission discussed the location of a temporary access should the school open prior to the first lift of blacktop being installed on Cleveland Street. Recommendation The Planning Commission and staff recommend that the City Council approve the conditional use permit with the following conditions: 1. All comments of the City Engineer shall be addressed. 2. The Landscape Plan shall be amended to reflect staff comments. s: \PLANNING \ Case Files \2005 \ CU 05-08 Anderson-] ohnson \ CU05-08CC5-2.doc East Elk River Elementary School Elk River ISD #728 is proposing to build a new elementary school in East Elk River Minnesota. The school will house approximately 750 students in grades k-5. It will contain general purpose classrooms, specialty classrooms for art, science, and computers, a gymnasium, cafeteria, media center and administrative space. Site improvements include parking of approximately 130, a bus corral for 14 buses which doubles as a hard-surface play area, a fire lane, softball field, two soccer fields, pedestrian paths and a storm water pond. The school site is approximately 21 acres. The site, along with 2.6 acre parcel reserved for a future City fire station and water well treatment facility, lies within the proposed River Park Development currently being designed by Orrin Thompson Homes. The building will be constructed with a structural steel frame and pre-cast concrete floor slabs. It will have both sloped and flat roofs. As you are aware, this school is proposed to be located in the northeast comer of the River Park Addition (Miske property), near the intersection of County Road 40 and CSAH 13. The submittal package we reviewed was prepared by Anderson-Johnson Associates, Inc. and was dated March 28, 2005. It contained a site map, geometric plan, grading plan, utility plan, paving, fencing and signage plan, along with landscaping plans and site details. Based upon our review and comments received at the staff review meeting, we would offer the following comments: A. Drainage Calculations · Generally, the drainage calculations appear to be adequate. However, additional information should be submitted to provide a complete drainage submittal. This additional information should include a written summary stating that the various design parameters required such as not exceeding the existing 10-year and lOO-year discharge rates, dead storage volume equal to 2.5 inches of runoff from the impervious area, and the maximum discharge rate and dead storage required by the NPD ES construction permit are met. The revised drainage calculations should include a drainage map of the existing and proposed areas. Finally, the drainage calculations submittal should include a calculation of the existing actual discharge off the site as limited by the existing culvert capacities. It is located north of the River Park north plat line. In fact, it actually crosses the existing County Road 40. Additionally, the outlet from Sedimentation Pond #2 crosses the proposed new County Road 40 and outlets into a proposed pond for part of the River Park development which will not be construction in Phase 1. This causes an issue of timing and may require additional outlet pipe to be constructed, if the pond on the east side of County Road 40 is not complete at the time that the School District needs to provide the outlet. · There is also a concern from the Technical Evaluation Panel that the existing. wetland on the east side of the School District property that is being maintained not be deprived of hydrology. We would recommend then that the outlet from Sedimentation Pond #2 be routed through the existing wetland immediately to the southeast before crossing County Road 40 and ultimately outletting. · The plans should show a detail of the outlet structure from each of the ponding areas. B. Sheet Ct.4 · The grading near the northwest driveway ILot 13 needs to be coordinated with the River Park grading plan. The slope proposed on the School District property appears to be difficult to blend into the residential lot. · The grading plan needs to include emergency overflow locations and elevations. They should be labeled on the grading plan as emergency overflows with the minimum elevation to be maintained noted. · The slopes shown on Sedimentation Pond #2 are labeled as 4:1 but appear to be drawn at 3: 1. · The plan calls for a 20-foot wetland setback. The proposed new City ordinance which has not yet been adopted by the City Council calls for a larger wetland setback. · The 3:1 slope directly behind the curb in the area of the service dock will be difficult to maintain. A minimum of three feet of relatively flat boulevard area should be shown. · The low area in the courtyard area directly south of the school is shown to have a storm inlet at 34.6. Building Code requires yard grades outside the structure to be a minimum of six inches below the first floor elevation. Additionally, a first floor elevation adjacent to a low area drained by storm sewer needs to be one foot above the emergency overflow elevation out of the low area. This general area of grading and the storm sewer inlet elevation need to be reviewed to ensure that proper separations and emergency overflows are maintained. The pavement grades in the area of the service dock do not appear to provide positive drainage. Additionally, should the single storm sewer inlet become blocked, storm water will rise to an elevation of 33.0 to reach another inlet. Consideration should be given to adding an additional storm sewer inlet in this area. . The depression in the west parking area is shown to be 1.7 feet below the pavement. Does this area need to be depressed this much? If so, change the width of this depression to flatten the side slopes. Will this area be surrounded by concrete curb? If so, include a curb opening and spillway to direct drainage to the inlet. . The plan needs to include top of wall and bottom of wall elevations. for the retaining wall near the existing wetland on the east side of the project. . The plan needs to show NWL and HWL for the wetland area. C. Sheet C1.55 . The site is over one acre of disturbed. area and therefore, will require an NPD ES permit. It may be better for the School District site to apply for their own NPDES permit, rather than try to operate under the NPD ES permit for the River Park development, since beyond potentially rough grading of this site, it will be two separate contractors. Along with the NPDES permit and Storm Water Pollution Prevention Plan (SWPPP) needs to be prepared and signed by the contractor, owner, designer, and two executed copies provided to the City. The City has prepared a generic SWPPP which can be utilized by this project. . The pond slopes must be stabilized with erosion control blanket immediately following completion of the grading of these areas. . Due to the area of the project, temporary sedimentation basins are required and should be incorporated where appropriate. . The rock construction entrance is shown on a driveway connecting to a road that may not be existing at the time of construction. An alternate access point may need to be identified. D. Sheet C1.6 · Sanitaty sewer designs need to include proposed elevations. · The sanitary sewer and storm sewer on the site will be considered private, however the watennain will be considered public, since it includes hydrants for fire fighting purposes. Drainage and utility easements need to be provided around the site, encompassing the water system. . The eight-inch watermain connection shown in the south driveway should include an eight-inch valve. The sanitary sewer laterals require cleanouts at a spacing of not less than 100 feet. E. Sheet Cl.8 . Driveway connections to streets where sidewalk is present will need to include truncated dome pedestrian ramps, if the sidewalk is present before the driveway connection is made. If no sidewalk is present, the driveway curb should be depressed to accept a pedestrian ramp in the future. If you have any questions regarding any of these comments, please call.
