RE: KING AVENUE PARKING LOT IMISCELLANEOUS PARK PAVING
BID AWARD
Dear Council Members:
We have tabulated the bids received Wednesday, April 27, 2005 at 9:00 a.m. for the King
Avenue Parking Lot and Miscellaneous Park Paving Improvements. There were a total of
six bids received. The following table lists each of the bidders and their total bid:

Breaking the bid down into the two components, the King Avenue parking lot bid was
$117,346.75 and the miscellaneous park paving improvements were bid at $153,966.88. The
estimate for the King Avenue parking improvement was $350,000 including all costs
associated with hazardous material abatement at the Elk River Municipal Utilities building,
demolition of the building, and reconstruction of the parking lot. It appears that the total of
all these costs will be approximately $100,000 under the estimate. The estimate for the
miscellaneous park paving improvements was approximately $180,000. The low bid
submitted by Universal Enterprises is approximately $26,000 under this estimate. We have
reviewed the miscellaneous park paving bid with Bill Maertz, Parks and Recreation Director,
and he concurs with the award of the bid.

Universal Enterprises of Mid-MN, Inc. has successfully completed similar projects within
the City of Elk River in the past. In fact, Universal Enterprises in the contract who was just
recently awarded the 2005 Street Reconstruction bid. Therefore, we would recommend
award to Universal Enterprises of Mid-MN as the lowest responsible bidder in the amount
of $272,406.40. Attached is a resolution for the City Council's consideration which will
award the bid to Universal Enterprises of Mid-MN.
If you have any questions regarding this issue, I will be in attendance at your May 2, 2005
City Council meeting.

RESOLUTION 05-
A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION ACCEPTING BID AND AUlHORIZING EXECUTION OF CONTRACT IN
THE MATTER OF THE KING AVENUE PARKING LOT AND MISCELLANEOUS PARK
IMPROVEMENTS OF 2005
WHEREAS pursuant to a City Council Resolution 05-35, passed at the April 4, 2005 meeting,
competitive bids were solicited and received for the King Avenue Parking Lot and
Miscellaneous Park Improvements; and
WHEREAS the City Council has considered the amount of the bids and the responsibility of the bidders
and determined that Universal Entetprises of Mid-MN, Inc. is the lowest responsible bidder;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota:
1. The Mayor and City Administrator are authorized and directed to execute, on behalf of the City, such
contract with Universal Entetprises of Mid-MN, Inc. as is approved by the City Attorney, for the
completion of the King Avenue Parking Lot and Miscellaneous Park Improvements according to the
approved plans and specifications designed by City Council Resolution.
2. The City Administrator is authorized and directed to forthwith return to all bidders the deposits
made with their bids upon execution of the contract specified above.
