SR 05-02-2005 Item 5.6. 13065 Orono Parkway Elk River, MN 55330 April 22, 2005 File: 822560J-0030 The Honorable Mayor and City Council City of Elk River 13065 Orono Parkway Elk River, MN 55330 RE: WWTP HEADWORKS AND SECONDARY DIGESTER COVER ADVERTISEMENT FOR BIDS Dear Council Members: Last December the City Council authorized preparation of plans and specifications for the expansion to the headworks portion of the Wastewater Treatment Plant (WWTP). These plans have now been completed and reviewed by Gary Leirmoe, Chief Operator of the Wastewater Treatment Plant. The plans include the expansion of the headwork facility which is where the flow from three major lift stations enter the plant. The plans also include the replacement of the secondary digester cover. As the City Council will remember, the primary digester cover was replaced in 2004. Attached for your consideration is a resolution that authorizes the advertisement for bids for this project. The bid date is proposed to be June .2, 2005 with the bids being presented to the Council at the next available City Council meetrng. Maurer, PE City Engineer Phone: 763.635.1000 Fax:: 763.635.1090 S:\EngineerlmprovProj\200Slmprovement Projects\ WW1P Headworks-Digester\04 22 05 cc memo.doc www.cLelk-river.mn.us RESOLUTION 05- A RESOLUTION FOR THE CITY OF ELK RIVER A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND ORDERING THE ADVERTISEMENT FOR BIDS IN THE MATTER OF THE WWTP HEADWORKS AND SECONDARY DIGESTER COVER IMPROVEMENT OF 2005 WHEREAS pursuant to Resolution 04-103, the Project Engineer has prepared plans and specifications for the WWTP Headworks and Secondary Digester Cover improvement, which plans and specifications have been reviewed by the City; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, Minnesota: 1. Such plans and specifications, a copy of which is attached hereto and incorporated herein by this reference, are hereby approved. 2. The City Administrator shall prepare and obtain the publication of an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published once each week for three consecutive weeks, shall specify the work to be done, and shall state that the bids will be received by the City Administrator until 10:00 a.m. on Thursday, June 2, 2005, at which time the bids will be publicly opened in the Council Chambers of the City Hall by the City Administrator and the Project Engineer and will then be tabulated for consideration by the City Council at a meeting thereof at 6:30 p.m. on Monday, June 6, 2005 in the City Council Chambers at City Hall. No bids will be considered unless sealed and filed with the City Administrator and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City Administrator in the amount of 5% of the amount of such bid.
