Background/Discussion The applicant is proposing to remodel the vacant Saxon Motors building and site (75-704-0205) into a climate-controlled mini-storage facility. The proposal includes interior and exterior modifications to the building. The site would also be changed to accommodate the needs of the proposed apartment building north of the site and a reduced need for parking which may include replacement of bituminous surfaces with green space. The facility would include: ■ 131 leasable storage units ■ 24 hour access ■ Complete climate control for all units Comprehensive Plan and Zoning The property currently does not have zoning approval for any use, and the Comprehensive Plan guides the property as Focused Area Study (FAST), and is zoned FAST-The Point. The FAST Plan specifically guides the area for high density housing and riverfront amenities,while the zoning includes high density residential buildings,business and professional offices, outpatient healthcare facilities, and institutional uses. Mini-storage facilities are not permitted on this site,but are supported elsewhere in the zoning code. If the Planning Commission supports the proposed use on this site, a Comprehensive Plan Amendment, Zone Change, and Conditional Use Permit would be required. Planning Commission The Commission reviewed the concept during their August 28, 2018, meeting. The Commission was not in support of converting the site and building to a mini-storage use as the FAST plan guides to property for high-density residential uses and had concerns with the proximity to the Mississippi River and possible transportation changes along Highway 10. They also felt that a mini-storage use would appear out of place at this location and would not be appealing to people entering the city. The Commission was interested in reviewing updated plans for the site. The Briggs Company believes this will be a much-needed uplift to the city and surrounding community. It is our goal to bring more public use to this site and extend the residential opportunity to what currently presides to the South of this location. The new concept lends itself to a very unique and progressive design and use. It is also our intent to CO- LABOR and combine the current river front to the existing boat launch and park on the North side of the bridge. The Briggs Company understands that this is notjust a city of Elk River effort in relation to the River front and is willing to connect with all required entities to accomplish this much needed goal. By addressing this issue the current very dangerous (see packet- provided by the city police department) and abused area at the river front which includes many vagrants (that continue to abuse and vandalize property in the area) will now become a community asset. Together we will provide a people movement and use that will give the city of Elk River a wonderful park and destination. We feel the only way to stop this abuse is to re- purpose with a very progressive designed family living community that invites all city patrons as well our new residents at River Walk Apartments. The Briggs Company feels that the only way to overcome this issue and make this site operate within the guided comprehensive plan set forth by the city of Elk River, is for the Briggs Company to donate the river front property in Lou of Park Dedication Fees along with a 26 year TIF mechanism to this project. By working together to provide walkable paths, canoe racks, fishing docks and bathroom facilities, we strongly feel by connecting our proposed concept to this river front will end the current issue that currently exists in this location. Per the vacation shown on our site plan, we feel this will allow better use of the parking and allow a maintenance agreement to be added into the final approvals.The street show has no relation to the final approved use. As the submittal shows we are requesting a P.U.D application on this project.The current comprehensive plan calls for the RIVER WALK use to exist, see the City of Elk River domestic report. In relation to the SELVE STORAGE facility, this will bring a convenience factor to not only our users, but the greater Elk River community. The architecture requires the space to be a 100% under roof use and will also not require the parking that would be mandatory for another apartment use, therefore a green space factor to be considered. As for the remaining Saxon site, we are proposing a future controlled temperature environment facility storage complex that has no out-side storage. This complex would be a state of the art high security building. The design will tie in nicely to the proposed design of the multi-family concept (see concept design). This facility only requires a small amount of parking allowing a proof of parking application for the multi- family concept we are proposing, The remaining space will be green space. Also keeping in mind there is no other storage facility use like this anywhere in close proximity to this location. Keeping in mind, we are not submitting approval documentation for the storage concept, we feel it necessary and would like to discuss the entire concept of this space throughout. We look forward to the efforts in partnership to re-develop this site to a much-needed updated use for the city of Elk River. Daniel J.Andersen Vice President of Commercial Development The Briggs Company 612-812-3324 A-U EIS Riverwalk Project VVIVF`moi Jul_ 3 0 2018 Our mission with this new product is to fix issues the issues that have stemmed from transients and the access they have through the park from the river and up to the property disturbing the community and vandalizing the property and surrounding areas. In order to remedy this vandalism that has come from the access they have through the park we need the help of the city to create a product to better the community but cannot do so until we create safety for all by eliminating these issues and providing an area for pedestrian walkability and accessibility to the wonderful park area in which is associated with the property. In lieu of park dedication fees we would give ownership to the city for access to the park and to continue on providing betterment of the community.
