I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Ice Arena Commission
was called to order at 6:05 p.m. by Chair Givens.
2. Pledge of Allegiance
Recited by Commission Members and Staff
3. Consider Agenda
Motion made by Commissioner Cunningham and Seconded by
Commissioner Westgaard to approve the Arena Commission Minutes from
III8/15/17, 10/10/17 and 1/17/18. Motion passes 7-0.
8.4 added under general business to address the Ballard King study.
4. Oath of Office for New Commission Members
Commissioner Madsen and Commissioner Williams recite the Oath of Office.
5. Consent Agenda
Motion made by Commissioner Westgaard and Seconded by Commissioner
Ballenger to approve the Agenda with the addition of the items addressed in
section 3. Motion passes 7-0.
6. Open Forum

7. Financial Update
Arena Manager Rich Czech reviews the financials and notes:
■ We have increased what we pay our part—time staff.
4110 • There are no capital outlay items—anything under$10K comes from
equipment funds.

• ■ The Arena was $99,000 in the black.
Motion by Commissioner Cunningham and Seconded by Commissioner
Madsen to approve the financials as presented. Motion passes 7-0.
8. General Business
8.1 Community Center/Arena Update
Arena Manager Czech reviews the City Council meeting from the previous evening.
A representative from the Chamber of Commerce believed the City Council did not
have enough forward vision for what would be best for the City.
Councilmember Wagner will be hosting community forums in May to get feedback
about what the community wants and what location would be best.
Czech believes nothing will happen with a new/renovated facility in 2018.
Commissioner Ballenger inquires if any members of the Council will be attending the
Elk River Youth Hockey Association's Annual Meeting.
Arena Manager Czech believes both the Mayor, Commissioner Wagner, and the City
Administrator will be present.
1111 Commissioner Westgaard adds he recommended to the Council to not stop looking
into plans for the future of the buildings that weren't part of capital improvement.
He agrees we have missed the window of opportunity for this year.
Chair DeAnn Givens notes if there is to be a sales tax option on the ballet,it has to
be noted for something specific.
Commissioner Westgaard agrees and adds it needs to have specific intent as well as a
time table for getting it done. The City partnered with Sherburne County to do an
audit of taxable sales and discovered a '/a %increase would generate over$2
million/year. If the citizens of Elk River pass the increase,it goes to the legislature
and then to the Governor.
Westgaard notes that typically if a sales tax increase is approved by a community,it is
passed"higher up" as well,however,historically these increases have been used for
roads or infrastructure and not for recreational facilities. They are typically not in
"metro area" cities either.
Commissioner Madsen inquires how the Olympic Rink was funded.
Arena Manager Czech replies through the use of general bonds, and that the City
had a study done prior.

• 8.2 2018- 2019 Ice Rates
Arena Manager Czech notes the prime rates were raised last spring,and typically they
are done every other year. However, the non-prime rates have not been raised for
several cycles, and he proposes an increase of$5/hour.
Commissioner Cunningham states it is a struggle to raise rates when the arena has
money in the bank and no plan to fix the current issues.
Commissioner Ballenger agrees he struggles as well since the group he represents
(Youth Hockey) is not happy with the way things are,but adds he feels the
relationship between the Arena/Youth Hockey/The City are the best it has ever
been.
Commissioner Balabon adds when a new facility is built,people will understand that
there will be a larger jump in the rates.
Commissioner Williams states if the Arena Commission doesn't vote to increase the
prime rate because of the condition of the rink it will cause issues.
Commissioner Cunningham suggests tabling the issue until the August meeting.
Commissioner Westgaard notes that would send a message to Council.
Motion made by Commissioner Cunningham and seconded by Commissioner
Ballenger to table a vote on 8.2 until the next regular meeting. Motion passes
7-0.
8.3 Shadow Box for Blake Hillman
Motion made by Commissioner Ballenger and seconded by Commissioner
Balabon to add a shadow box for Blake Hillman. Motion passes 7-0.
8.4 Ballard King Study
Motion made by Commissioner Ballenger and seconded by Commissioner
Williams to spend up to $7,000 with Ballard King. Motion passes 7-0.
9. Arena Manager's Update
• Spring Craft Show is May 5-6
• Midwest Hockey Tournament just happened, during which some kids
knocked down Youth Hockey's office door—approximates $530 to repair.
Was caught on video and has been reported to ERPD.
• More Midwest Tournaments happening in May and in August. He has grown
enough now that the tourneys span two weekends.

• Matting is being held off.
• Compressors will be worked on this summer.
• Work on Barn first then the Olympic.
