I. Call Meeting to Order
Pursuant to due call and notice thereof,the meeting of the Ice Arena Commission
was called to order at 5:35 p.m. by Chair Givens.

III3.1 Review Ballard/Kings Operations Study
Arena Manager Rich Czech begins by reviewing the personnel costs.
Commissioner Westgaard asks Parks and Recreation Director Michael Hecker how
he feels about the figures given—especially since the community center is listed as
having the same amount of full—time staff as a multi-purpose facility.
City Administrator Cal Portner replies everything is dependent on how much would
be included in a new facility. He adds current full time staff will not have to spend as
much time handling maintenance issues in a new building.
Portner also believes the figures for utilities for the community center are incorrect.
Commissioner Westgaard agrees a new building will be more efficient.
Arena Manager Rich Czech replies the current system is actually very efficient,
however R22 is being phased out.
Commissioner Westgaard inquires if the report can be sent back to address concerns
before it is published?

4111 Portner confirms. He adds the full—time Staff figures on page 3 don't line up with
the figures on page 1. Also,the building rental figures aren't taking into account the
high school leasing locker rooms.
Commissioner Westgaard adds the study doesn't factor in space for the Lions Club
which was part of a multi-purpose facility. He also believes the revenue brought in
by turf was under estimated.
Arena Manager Czech feels the revenue for registration fees is currently higher than
what is listed.
Commissioner Westgaard questions the last sentence on page 5. "It is not
uncommon to see the amount of tax support to balance the community center
budget increase as the facility ages."
Elk River Youth Hockey President Kelli Swart replies more tax payers offset the cost
of community center as it ages.
City Administrator Cal Portner states JLG did a study in 2016 and the figures should
be referenced here as we need to have consistency.
Commissioner Westgaard adds high school ball field rental fees should be included
too. The previous evening the City had a meeting with the local sports groups and it
illwas brought up why the new fields at Lions Park couldn't be turf.
Portner replies he isn't sure how much bang for the buck we would get with turf,but
that aspect of the plans hasn't been delved into yet.
Commissioner Westgaard feels there are many revenue sources that haven't been
included in the figures,and that it should be sent back to Ballard/King for further
study.
Parks and Recreation Manager Michael Hecker suspects it will take a minimum of 5
days to get it back.
Westgaard replies the report should be sent back, and asks for Hecker to let the
commission know when it will be available to review again so that we can call
another special meeting.
Meeting is adjourned at 6:30 p.m.
