PRSR 09-12-2018 City of Special Meeting of the Elk River Parks and Elkaft, Recreation Commission River Held at the Elk River City Hall Wednesday, August 8, 2018 Members Present: Chair Anderson, Commission members Ahlness, Holmgren,Niziolek, Rathbum, Soltvedt, and Williams Council Liaison: Mr. Olsen Staff Present: Recreation Manager Steve Benoit,Parks Superintendent Tim Sevcik, and Recreation Coordinator,Tonya Love I. Call Meeting to Order Pursuant to due call and notice thereof,the meeting of the Elk River Parks and Recreation Commission was called to order at 4:05 p.m. by Chair Anderson. 2. Tour of Park Facilities Ms. Bonin, Senior Citizen Programmer gave a tour of the Activity Center. Mr. Czech,Arena Manager gave a tour of the Arena. Mr. Sevcik, Street and Park Superintendent gave a tour of Oak Knoll Athletic Complex, LionP J ohn Weicht Park,Youth Athletic Complex,Dave Anderson Athletic Complex,and Pinewood Golf Course. Mr. Benoit gave a tour of Lions Park Center. 3. Recess Special meeting of the Elk River Parks and Recreation Commission continued in the Elk River City Hall. I. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation Commission was called to order at 8:04 p.m. by Chair Anderson. 2. Consider 06/13/18 Regular and Special PRC Minutes Moved by Commissioner Ahlness and seconded by Commissioner Soltvedt to approve the following June 13,2018 Parks and Recreation Commission Minutes. Motion carried 7-0. Parks&Recreation Commission Minutes Page 2 August 8,2018 3. Action Items 3.1 Park Dedication — Dickenson Addition Mr. Benoit presented his staff report. Moved by Commissioner Ahlness and seconded by Commissioner Niziolek to recommend to City Council to accept park dedication for the one dwelling unit at the rate applicable when the subdivision is released for recording. This will be $1,425.93 at the 2018 low density rate. Motion carried 7-0. 3.2 Park Dedication — Monroe Estates Mr. Benoit presented his staff report. Moved by Commissioner Niziolek and seconded by Commissioner Ahlness to recommend to City Council to accept park dedication for the plat of Monroe Estates to be paid for 16 dwelling units at the rate applicable when the subdivision is released for recording. This will be $1,425.93/lot at the 2018 low density rate. Motion carried 7-0. 3.3 Request to purchase City property Mr. Benoit presented his staff report. Chair Anderson brought up the idea of access to rest of property to use as a dog park. Mr. Gibson shared the church is expanding to East and would like to erect a sign near County Road 1. Moved by Commissioner Niziolek and seconded by Commissioner Holmgren to Item to September Worksession and Action item in October. Motion carried 7-0. 4. Discussion Items 4.1 Woodland Trails Regional Park Grant Committee Mr. Sevcik shared his staff report. Chair Anderson brought up having a representative for Archery,biathlon, skiing,running, cycling,and parents of young children. Stating that members can recommend people and advertising for the position. INATUREI .
