Electric Service Territory Transfer Update

BACKGROUND:
In March 2015, ERMU and Connexus Energy executed an electric service territory transfer
agreement which outlined provisions to transfer Connexus service territory within the City of Elk
River corporate boundary to ERMU within a five year period.
DISCUSSION:
Operationally,the Connexus areas 5 &6 transfer began on Thursday, September 13 and completed on
Tuesday, September 18.This process was longer than past transfers primarily because in this transfer
Connexus retained ownership of the overhead electric distribution feeder.The process was thoroughly
planned, scheduled,and noticed. The implementation was organized and efficient. The work was
coordinated with Connexus.Both ERMU and Connexus worked concurrently with a structured
schedule to implement the transfer plan.
The meters were changed out on September 18 and 19.There were approximately 350 accounts with
380 meters. Office staff helped the Technical Service Department in the field with the meter change
outs.
The accounts are still being setup in the billing system.
The implementation was well planned,coordinated,and executed. Staff did an excellent job,
especially with the coordination between departments.
Per the prevision of the agreement,notice for the transfer of areas 7&8 was provided to Connexus.
The transfer will occur in September 2019. There are approximately 100 customers in areas 7&8.

Re: Notice of Electric Service Territory Areas 7 & 8 Transfer Date
Dear Mr. Ridderbusch:
Per the provisions of our Electric Service Territory Agreement dated March 20,
2015, at least five months advance written notice is required for service territory
transfer. The intent behind the notice provision included in the agreement was to
provide sufficient time for reintegration and for engineering evaluation of plant.
This letter is to serve as formal notice of Elk River Municipal Utilities' intent for a
transfer of Areas 7 & 9 in late 2019. It is preferable to coordinate a September and/or
October transfer, however, the actual date(s) will be chosen through a collaborative
process with Connexus Energy.
