06-01-1964 VCM VILLAGE OF ELK RIVER COUNCIL MEETING June 1, 1964 The regular meeting of the Elk River Village Council was held at the Village Hall on June 1, 1964. Members present Mayor Johnson, Meyer, Norris, and Briggs. The meeting was called to order by Mayor Johnson. The minutes of the last meeting were read and approved. The council appropriated $200.00 for the Fire Department Convention and agreed to purchase from the gasoline fires. The following were present at the meeting and there was discussion on the curb and gutter project on Morton Ave, Norfolk Ave, and Manor Place. They want to know if property owner must pay for curb and gutter on the side of the lot as well as on the front. Nothing further was decided at this time. Those present, Dr. Roehlke, Albert Bailey, Rodney Anderson. A motion was made by Norris and seconded by Meyer that the council authorize engineer Mills to submit a preliminary report on the construction of sanitary sewers, street grading, graveling, paving curb and gutter for the following areas: Morton Ave, Norfolk Ave, Manor Place, the proposed street from Morton Ave to Lookout Place and 180 feet south of School Street from Proctor Ave to a point 242 feet east. Motion carried. A motion was made Meyer and seconded by Norris that the proposed extension of Evans Ave as shown on a plat by Don E. Pepper, dated May 20, 1964 is approved and will be accepted as a public street when it has been improved to the requirements of the village. Carried. A motion was made by Meyer and seconded by Norris to approve sewer 242 feet from Proctor Ave parallel to School Street south of apartment house. Motion carried. Others present at this meeting were Engineer Wm Mills, Attorney John E. MacGibbon, Rev. McKewin, Frank Nickerson, Otis Nickerson, and Ed Hillstrom, architect for Guardian Angels Foundation. Briggs Village Clerk RESOLUTION ORDERING LOCAL IMPROVEMENTS WHEREAS, the Village Council of the Village of Elk River did, by appropriate Resolution adopted at the June 1, 1964, Deeting thereof, call for a public hearing on certain local improvements in the Village of Elk River, which improvements are more particularly described in said Resolution, and 'WHEREAS, appropriate Notice of such hearing was duly given by publication in the Sherburne County Star News, and by mailing as required by statute to the owner of each parcel to be assessed, and WHEREAS, pursuant to such resolution and Notice a hearing was held on the 13th day of July, 1964, at 8:00 o'clock P. M. in the Municipal Building in the Village of Elk River, at whichrearing all persons present desiring to be heard thereon were heard. i --, NOW'THEREFORE BE IT RESOLVED, That the Council of the Village of Elk River, pursuant to the preliminary report of its engineer relating thereto, which report has been heretofor filed with the Clerk, it does hereby order the construction of the following described local improvements, to-wit: 1. General Nature of Improvement: Construction of an extension to the water main commencing at a point of the West line of Proctor Avenue, so-called, as established and laid out in said Village, approximately 180 feet South of the South line of School Street, co-called, as established and laid out in said Village, or the Westerly extension thereof; thence East and parallel with the South line of School Street 614 feet; thence North at right angles to a point at or near the North line of School Street; thence East on and along School Street to a point connecting with the ex- isting water main at the intersection of Irving Avenue, so-called, as established and laid out in said Village, and there terminating. Estimated Cost: $ 13700.00 Area to be Assessed: Those parts of the NEt of the NEt of Section 33, and the Nt of the NWt of Section 34, Township 33, Range 26, abutting on said improvement. 2. General Nature of Improvement: Construction of an extension to the sanitary sewer commencing at a point on the East line of Proctor Avenue in said Village approximately 180 feet South of the South line of School Street or the Westerly extension thereof; thence East and parallel wi th the South line of School Street to a point 242 feet East of the East line of Proctor Avenue and there terminating. Estimated Cost: $ 1120.00 Area to be assessed: That part of the NEt of the NEt of Section 33, Township 33, Range 26, abutting on said improvement. 3. General Nature of Improvement: Construction of an extension to the sanitary sewer commencing at the existing manhole on LOOKOUT PLACE, as established and located in said Village, thence in a Sout.herJ.y direct.i.on to the center line of Angel street, also described as Outlot One (1), RIVER- VIEW ADDITION, and there terminating. Estimated Cost: $ 583.00 Area to be Assessed: Lots and portions of RIVERVmv ADDITION, ABUTTING UPON SAID improvement or benefiting from same. 4. General Nature of Improvement: Construction of a water main cOllDllencing at the intersection of Morton Avenue and Outlot One (1), RIVER- VIEW ADDITION, also known as Angel Street; thence Easterly and Northeasterly on and along said Angel Street to the intersection thereof with LOOKOUT PLACE; thence Northerly 300 feet, more or less, to connect to existing water mains. Estimated Cost. $ 5300.00 Areas to be Assessed: Abutting portions of Lot 19, Auditor's Subdivision No. 4, and RIVERVIEW ADDITION. 5. General Nature of Improvement: Construction of curbs and gutters on Norfolk Avenue from Main Street to Manor Place on Manor Place from Norfolk Avenue to Morton Avenue upon Morton Avenue from Main Street to Manor Place and along limited parts of the South side of Angel Street as described in the plans and specifications on file herein. Estimated Cost: $ 8370.00 Area to be Assessed: Abutting Lots, and portions of Auditor's Subdivision No. 4 on Norfolk Avenue, Manor Place, Morton Avenue and Angel Street, so-called. 6. General Nature of Improvement: A preparation grading and paving of Angel Street also described as Outlot One (1), RIVERVIEW ADDITION from Morton Avenue to LQOKOUT PrACE. Estimated Cost: $ 11225.00 Area to be Assessed: Parts of Lot 19, Auditor's SubdiviSion No.4, abutting on Morton Avenue, and Lots in RIVERVm1 ADDITION abutting on Angel Street. 7. General Nature of lrIProvement: Construction of a storm sewer cOllDllencing at a point on the North line of Angel Street, also described as Outlot One (1), as laid out and platted in RIVERVIEW ADDITION, approximat.ely 50 feet Southerly of the intersection thereof with the South line of LOOKOUT PLACE; thence Southerly to the Nl7rth Bank cJ: the Mississippi River and there terminating. Estimated Cost: $ 1265.00 Area to be Assessed: Abutting Lots of RIVERVIEW ADDITION, and non-abutting lots of RIVERVIEW ADDITION benefiting from said improvement. BE IT FURTHER RESOLVED, That the plans and specifications for the above described improvements prepared by William T. Mills, Village Engineer, register No. 5500, filed with the Clerk are hereby adopted and approved and that such improvements shall be constructed according to said plans and specifications. AND BE IT FINALLY RESOLVED, That the bid of the A... N.
