Adjourned June 5 meeting. Members present Mayor Johnson, Norris, Meyer, and Briggs. Bartelt
was absent.
Engineer Mills presented plans for the water, sewer, curb and gutter and street projects. A motion
was made by Briggs and seconded by Norris to accept the plans and advertise for bids to be taken

June 29 1964 at 3 P.M.
The clerk was asked to notify those concerned that any connections for sewer, water or gas should
be put in before street improvements are completed.

Continued grrn.;>th in Elk River requires t.he extension' of public
services. This in itself is no problem, retner an indication
of healthy gro\.~th. TI1e problem usually arises in atternptin,1 to
be fair with those who have not asked for the service but must
still be assessed the same as the petitioners. The only
solution is to make the improvement in the best interests of the
Village and the majority of the residents concerned with the
project:.
GENERAL
T~e need for additional water by the new hidh school and the
overall need for an 8" t~~ater main along School St. to i':nprove
the Village system combine to make &, extension in the area
highly feasible. The recommended route is approximatelt 180'
south of School St. to the west edge of the Lutheran Churc~
property and then along School St. The ~ain c&, thus serve
some additional propert} to the south. The sal1itar'j set\Ter
~,:ould be laid 10' from the r~.1Clter main but 1;.:ould extend only
to the east line of the first lot at this time.
The project for the Guardian Angels apartments and Morton Ave.
south of Hanor Pl. presents no problem. T:lis is apparently the
first time a subdivider has requested the Village of Elk River
to install all utilities incluaing sanitary sewers, water maips
storm sewer~ grading, gravelings curb, gutter 2~d paving; all .
to be assessed against the property. This is the most satisfactory
method to expand publi.c services and should be encouraged in the
future.
The street improvement s along Morton Ave.. Norfollt Ave. and ~'1anor
pl. have been discussed for many years. As in the past the Village
~vill maintain t~e streets from the general fund. In this case the
maintenance is rather extensive since the existinJ surface must
be completely removed. The curb aud Jutter will be assessed to
the property owners as has been the Village policy in the past.
FINANCING
FollOVJing are the estimated costs and assessments for the vartous
projects. It will be obvious that corresponding assessments vary
considerably because of changing construction conditions. TIle
Village can determine at a later time if the aseessments should be
averaged or spread individually.

CONCLUSIONS
The projects discussed in this report are needed by the majority
of the property owners involved and are in the best interests of
the Village.
It is the opinion of the Engineer that the proposed project is
feasible and can best be accomplished as described herein.
