10-05-1964 CC MIN and typed page VILLAGE OF ELK RIVER COUNCIL MEETING October 5, 1964 The regular meeting of the Elk River Village Council was held at the Village Hall on Oct 5, 1964. All members present except Councilman Meyer. The meeting was called to order by Mayor Johnson. The minutes of the last meeting were read and approved. Supt. Of Schools Kenneth Parker was present. He asked about the school crossing on Proctor Ave. He was referred to attorney John MacGibbon. A motion was made by Briggs and seconded by Bartelt to renew on and off beer license for Sherman Sachs. Motion carried. Mrs. Clifford Gustafson asked for a renewal of their beer license at the Main St. Tap. Upon motion by Briggs and second by Norris the license was granted. A motion was made by Norris and seconded by Bartelt to approve use of plastic pipe for sewer work in the new building being erected by Concrete Products Co. Motion carried. A motion was made by Norris and seconded by Briggs to discontinue the payment of $700.00 per year to the Board of Education for summer and winter recreation program. The vote Briggs – yes Norris – yes Bartelt – no. Motion carried. The date Oct. 28, 1964 was decided on the date of a hearing for assessments for sewer, water, and curb and gutter (later postponed). This is to be classified as an experimental job and we thereby waive the portion of the State of Minne- sota Plumbing Code as accepted by the Minnesota State Board of Health only as it pertains to the use of this non specified material.
