VILLAGE OF ELK RIVER COUNCIL MEETING
November 2, 1964
The regular monthly meeting of the Elk River Village Council was held at the Village Hall on Nov 2,
1964. Members present Mayor Johnson, Briggs, Norris, and Bartelt. Meyer was absent. The meeting
was called to order by Mayor Johnson. The minutes of the last meeting were read and approved.
Joe De Mares was present. He asked for an off sale beer license in connection with a dairy store he
plans to open in the building formerly occupied by the American Legion. Upon motion by Bartelt
and second by Norris the license was granted.
A motion was made by Norris and seconded by Bartelt that assessments for work on Angel St.
cover only completed work on streets and sewer. Carried.
A motion was made by Norris and seconded by Bartelt to put in sewer on Upland Ave between
Fifth St and Tipton Ave as an emergency provided that it is found to be legal. Motion carried.
A motion was made by Bartelt and seconded by Norris to call a hearing for Nov 20 regarding a
change in the zoning ordinance proposed by Ben Roper. See John Mac Gibbon regarding notice in
paper. Carried.
The following building permits were granted: Evelyn Hanson, Robert Connors, Louis Belanger, Ed
Dreissig.
