VILLAGE OF ELK RIVER COUNCIL MEETING
December 7, 1964
The regular meeting of the Elk River village council was held at the village hall on Dec 7, 1964. All
members were present.
Kendal Houlton was present. He suggested that the Village have a Planning Commission appointed
by the Council for the purpose of making plans for future development, look after zoning, future
building etc the council to have control.
A motion was made by Meyer and seconded by Norris to authorize attorney MacGibbon to prepare
an ordinance creating a Planning Commission for the approval of the council. Carried.
John Bailey was present. He represents Mrs. Ellen Bailey who complains that she has been charged
for thirty one feet of curb and gutter on her property south of Morton Ave without her request.
A motion was made by Norris and seconded by Bartelt to reconsider the assessment on Mrs.
Bailey’s property. Carried.
Upon motion by Bartelt and second by Norris the council agreed to suspend this assessment on
thirty-one feet of the Bailey property.
Neil Larson and Dr. Sommer complained that their assessment for street work on Morton Ave was
too high and repeated their contention that the price was to be $1.00 per foot.
Motion by Bartelt and second by Norris let the assessment stand the way it was voted at the last
meeting. Carried.
Clifford Gustafson who operates the Main Street Tavern says he may have to move and wants
permission to move to another location in the near future.
A motion was made by Briggs and seconded by Meyer to allow Gustafson permission to move to
Cornelius Building, date to be set at a later meeting. Carried.
Mrs. Gust Bearling, whose husband died recently, was present and asked for some relief for fuel,
groceries, and rent. The council turned the case over to the Welfare Committee. Briggs and Bartelt.
There was a discussion between A.L. Balow, Manager of the Liquor Store and Mr. Stone who sold
the dispensers for the Liquor Store. The manager says the dispensers leak and are not satisfactory.
Mr. Stone says other stores have no trouble. Nothing was done about it at this meeting.
The levy was adjusted as follows
Gen Fund 30 mills
Utilities 5 mills
Poor Fund 4 mills
Library 5 mills
Firemen’s Pension .1 mills
Music .6 mills
At this meeting there was a hearing regarding application for rezoning to permit construction of an
apartment building. See location attached and letter from B.L. Roper.
A motion was made by Bartelt and seconded by Briggs to approve the application. Motion carried.
A motion was made by Meyer and seconded by Norris to make a fee of $25.00 for any application
for rezoning. Carried.

It is hereby requested that the following described property situated
in the Village of Elk River be rezoned to permit the construction of
an apartment building thereon, to-wit:
Commencing at a point Seventy-two (72) feet North and 125
feet East of the intersection of the East line of Lincoln
Street, so-called, now known as Irving Avenue, and the
South line of the Southeast Quarter of the Northwest Quarter
(SEt of NWt) of Section Thirty-four (34), Township Thirty-
three (33), Range Twenty-six (26); thence North and parallel
with the said East line of Lincoln Street a distance of 160
feet; thence West and parallel to said South line a distance
of 125 feet; thence South and parallel with the South line
of said Lincoln Street a distance of 160 feet; thence West
125 feet, more or less, to the point of beginning being a
part of the Southeast Quarter of the Northwest Quarter (SEt
of NWt) of Section Thirty-four (34), Township Thirty-three
(33), Range Twenty-six (26).
