VILLAGE OF ELK RIVER COUNCIL MEETING
June 7, 1965
The regular meeting of the Elk River village Council was called to order by Mayor Johnson on June
7, 1965 with all members present except Norris. The minutes of the last meeting were read and
approved.
Dan Bailey, representing the Planning Commission, was present. He said that the Planning
Commission is not ready to recommend where the Commercial and Residential zones should be
along Hiway 169 in the village.
At this meeting one bid only was opened on construction of sewer on Upland Ave. A.N. Johnson
Co bid was for $2476.50 with a check for $125.00 enclosed. This bid included replacement of street.
Engineer Mills was present and upon his recommendation, A.N. Johnson bid be accepted. Upon
motion by Bartelt and second by Briggs the bid was accepted.
Mr. Robert Clark, representing the Library Board was present. The board would like the village to
provide toilets for use of the library help and also the village clerks. This project has already been
discussed before by the council.
A motion was made by Bartelt and seconded by Hudson to go ahead with the remodeling of the
Fire barn as mentioned at the last meeting. Earl Moos is to do the plumbing for two toilets and the
Municipal Utilities will stand half of the expense. Motion carried.
A motion was made by Hudson and seconded by Bartelt to approve resolution regarding double
land on 169 between Elk River and Zimmerman. Carried. See resolution attached.
At this meeting the council agreed to a pedestrian crossing on Main St from the alley at the Coast to
Coast Store across Main Street, also a No Parking sign at the Post office and a yield sign at Third
Street and Railroad Drive.
The clerk was asked to write Gallati Bros and Raymond Bernard and ask them to clean their
premises of old and junk cars.
Upon motion by Briggs and second by Hudson beer license of Ethel Olson was renewed.

Highway Number 187 renumbered as Trunk Highway Number 169
within the corporate limits of the V1llageof Elk River

0.4 lIi. S. of S. Corp. L1mita and
WHEREAS said plans are on file in the office of the Department of
Highways, Saint Paul, Minnesota, being marked, labeled, and identified as
S.P. 7106-18 (1.H. 169-187) and
vlHEREAS said special provisions are on file in the office of the
Department of Highways, Saint Paul, Minnesota, being marked, labeled, and
identified as S.P. 7106-16 (T.H. 169-18), 7106-18 (T.H. 169-187)
which, together with the Minnesota Department of Highways Specifications
for Highway Construction, dated January 1, 1964, on file in the office of
the Commissioner of Highways, constitute the specifications for said
improvement of T~ High,,"ay Number 187 renumbered as Trunk Highway
Number 169 ; and
WHEREAS copies of said plans and special provisions as so
marked, labeled and identified are also on file in the office of the
VUlage Clerk. and

after used in the body of this resolution shall be deemed and intended to
mean, refer to, and incorporate the plans and special provisions in the

NOV, THEN, BE IT RESOLVED that said plans and special provisions
for the improvement of TrUIlk Highway Number 187 renumbered as Trunk
Highway Number 169 within the limits of the Village of Elk R:iyer
be and hereby are approved.
BE .IT FURTHER RESOLVED that the elevations and grades as shown
in said plans and :;;peciai provisions be and they are hereby approved and
consent is hereby given to any and all changes.in grade occasioned by the
construction of said TrUIlk Highway Number 1S7 renumbered as Trunk Highway
Number 169 in accordance with said plans and special provisions.
