VILLAGE OF ELK RIVER COUNCIL MEETING
December 6, 1965
The regular meeting of the Elk River Village Council was called to order on Dec 6, 1965 by Mayor
Johnson. All members were present. The minutes of the last meeting were read and approved.
Paul Siegler, representing the Planning Commission, met with the Council. He suggests a planning
program for the village and that a firm could be engaged to put on a plan that the village needs.
There were some discussion and further action will be taken up at a later date.
Al Balow, manager of the Liquor Store, was present. He said he planned to resign on Feb 1, 1966.
He asked the council to decide on someone to take his place. Upon motion by Bartelt and second by
Hudson Wm Patenaude was appointed on L&Power Commission.
Mrs. Rodeck and Mrs. Curtis Bock were present and left an estimate for a new floor for the library.
A motion was made by Norris and seconded by Bartelt to authorize clerk and mayor to sign street
contract with county with changes noted. Carried.
The council appointed Mrs. Robert Dar and Mr. Norman Schomber on the library board. Motion by
Norris second Hudson.
Neal Larson and Father McKewin met with the council. Also Wm Mills engineer. There has been
some misunderstanding about the elevation of Angel Street next to the Senior Apartments. The
matter will have to be settled between engineer and architect.
A motion was made by Norris and seconded by Hudson to accept dedication of street at Elk River
Nursing Home. See description on legal paper.
Trustee Bartelt introduced the Resolution No. 73 renew/removal and moved it’s adoption. It was
seconded by Hudson and passed all voting in favor.
A resignation as village assessor was received from Stuart Mapson.
A motion was made by Hudson and seconded by Bartelt to issue a special use permit to Senior
Citizen apartments. Carried.
Upon motion by Norris and second by Briggs $10,000.00 was transferred from the Liquor Fund to
the General Fund.

The Vil18.f>e Council of the Village of Elk River oroains as
follows:
Seotion 1. 11 Ue This ordinance sh.&ll be known as the

Section 2. Puroost! The pu.rpoS$ of' this o:rd1nance is to
regulate parking am certain other activities that may inhibit or
prevent- the remwu or plO'".dng of' snow and ioe tram the streets
am public highways of'the Village or E'lk Piver by' its employees
or authorized agents.
Section 3. Post.ing Following a snail' storm or a.t such other
tima as may be required to permit the rapid am efficient removal
of snow 01" ice from Village streets, public highways or other
public thoroughfares, the Chief' of' Police may ca.use to be postErl
along such streets, highway or tboroughfe.ne signs stating in
effect that parking thereon shall be prohibited during certain
hours of a day or days, which hours am. date shall be conta.ined in
said sign and clearly visible to the driver of a. vehicleprocoeding
on suc.lt street, r.ighway or thoroughfare. Such sign shall also
contain a. statement that. such parking prohibition is for the
purpose of lJfSnow Removal Ie. Such signs shall contain the state-
ment that the parking prohibition is by order of the Chief of
Polioe of Folk P.iver, Such signs shall be posted at intervals of
not to exceed 200 teet, an:l at or prior to 1.; P. ~l. on the date
precedir..g the da.ta on which parkir.g sball be prohibit~ thereby!

Irregularities in the interval of said signs shall not effect the
validity ot this seetion nor the right to enforce it if said
signs are otherwise clearly visible to an operator of a motor
vehicle upon said street, bighway or thoroughfare at the point of
any alleged violation hereof.

Seotion 8. Penalty,. Any persons convictod or violating any
