Request
The applicants are requesting a General Planning Permit to conduct firework sales from a
30' x 50' sales tent.

Overview
The applicant requests a General Planning Permit to erect a sales tent to conduct firework
sales in the parking lot. It will be used from June 21, 2005 through July 5, 2005. The hours
of operation will be from 10 a.m. - 9 p.m. and possibly could be open later the few days
prior to July 4th.
The proposed location is in the parking lot, adjacent to the south driveway from Evans
Street. This is a very busy location and placing the sale tent in this area is likely to interfere

with traffic ~ow. Staff recommends that the tent be moved to an area of the parking lot
north of th9 north entrance to the site (see alternative location).

Staff reco1I$1ends that the City Council approve the applicant's request for a General
Planning Pepnit to conduct firework sales from a 30' x 50' sales tent with the following
condition: I
1. NO! ELECTRICAL SERVICES SHALL BE ACROSS ANY DRIVE OR
WALKING SURFACE.
2. IF TRAFFIC BECOMES A PROBLEM AROUND THE TEMPORARY
SITp, THE SALES AREA SHALL BE DELINEATED WITH A BARRIER
TO IRESTRICT TRAFFIC.
3. TH~ SALES TENT SHALL BE MAINTAINED FREE OF DEBRIS AND
KEPT IN AN ORDERLY CONDITION.
4. THf: LOCATION OF THE TENT IS CONSISTENT WITH THE
SUBMITTED SITE PLAN AND MEETS ALL FIRE CODES.
5. THf: TENT SHALL BE REMOVED WITHIN ONE WEEK OF THE
END OF THE SALES PERIOD AND THE SITE BE RETURNED TO ITS
PR:Q:VIOUS CONDITION.
6. THE TENT BE LOCATED AS SHOWN AS THE ALTERNATIVE
LOCATION ON THE SITE PLAN.

SUBJECT: Consider Fireworks Sales License for Quentin Nelson-Menard's
Parking Lot
Request
Display, Sales, and Storage Fireworks License
Applicant
Quentin James Nelson
Background
The applicant is requesting a license for the retail sale of fIreworks from a temporary tent
structure from the Menard's parking lot. He is also requited to obtain a general planning
permit from the city in order to conduct his sales. The applicant has paid the requited fees,
submitted the certifIcate of liability insurance, received approval from the police and fIre
departments, and received permission from Menard's allowing the sales to take place from
their parking lot.
Action Requested
A council motion to approve a Display, Sales, and Storage Fireworks License to Quentin
Nelson to sell fIreworks from a tent in the Menard's parking lot.
