Overview
The applicant is proposing to replat Lots 1 and 2, Block 2, Elk Meadows into 3 lots. Lot 1,
Block 2, Elk Meadows, which is a comer lot, is undeveloped. There is a house on Lot 2,
Elk Meadows 2nd Addition, P 05-03

Block 2 Elk Meadows. Since Elk Meadows was approved, the adjacent property to the west
has been platted as Belmont Estates. Belmont Estates included a street, Nixon Circle, along
the west property line of Lot 1, Block 2. The one new lot will have frontage on Nixon Circle.
The lot widths for Lots 1 and 2 have not been changed. The lot depth for the two lots has
been reduced from 218 to 138 feet. Lot 3 has a lot width of 80 feet and lot depth of 176 feet.
All three lots exceed the minimum size requirement of 11,000 square.
Grading, drainage and utilities are addressed in the City Engineer's memo.
Park dedication for the one new lot should be paid prior to releasing the plat for recording.
Recommendation
Staff recommends that the City Council approve the simple plat for Elk Meadows 2nd
Addition with the following conditions:
1. All comments of the City Engineer shall be addressed.
2. Park dedication fee of $2,800.00 shall be paid prior to releasing the plat for
recording.
3. Surface water management fee of$164.39 shall be paid prior to releasing the plat for
recording.
4. Water availability charge of $300.00 shall be paid prior to releasing the plat for
recording.

Asi requested, we have reviewed the submittal information for the proposed Elk Meadows
2n1 Addition. The submittal information included a preliminary and final plat prepared by
L~t Surveys Company, Inc., a site plan, and a grading and erosion control plan prepared by
D'fIeilly Engineering & Assoc. Inc.. Based on our review of the submittal information, we
w4uld offer the following comments:

1. Essentially, this plat creates one additional lot by replatting Lots 1 and 2, Block 2 of Elk
Meadows 1st Addition. The additional lot is created by subdividing the southerly 80 feet
of each of these two lots. The opportunity to pursue this additional lot was created by
the plat of Belmont Estates, which is building Nixon Street along the west side of Elk
Meadows Addition.
2. The newly created lot will have 80 feet of frontage along Nixon Street and 176 feet of
depth, which meets the dimensional requirements. It also will leave the two existing lots
with adequate width and depth.
3. Sanitary sewer and water service will need to be extended from Nixon Street as part of
the Belmont Estates project. The developer of Elk Meadows 2nd Addition will need to
work with the developer of Belmont Estates to work out an arrangement for sewer and
water servIces.
4. A revised grading plan has been submitted to show how all three lots, the two existing
and the newly created one, will be graded to drain. There is an existing house on Lot 2,
Block 1 of Elk Meadows 2nd Addition. We assume that the developer still owns this
house and will have the authority to re-grade the side yard slightly.

5. Portions of the existing drainage and utility easements on Lots 1 and 2, Block 2, Elk
Meadows 1st Addition will need to be vacated and the new drainage and utility easements
will be provided in the plat of the second addition.
We would recommend approval of the final plat of Elk Meadows 2nd Addition with the
