Background/Discussion Following the resignation of Chief Cunningham we went to market to fill the vacant fire chief position. We received resumes from 14 interested candidates and offered interviews to six. Two withdrew prior to interviews due to receiving other positions. Two panels interviewed four candidates. One panel was comprised of fire department personnel and the other was city department directors. Based on discussion following those interviews two candidates underwent background investigations and leadership assessments. These two candidates were interviewed by the City Council on Monday, November 5, 2018, and the City Council selected Mark Dickinson for the position. Chief Dickinson has been working for the City of St. Paul Fire Department since 2000. He started as a Firefighter/Paramedic and consistently rose through the ranks. His current position is District Fire Chief and he has held this position since July 2017. Going back to 1995,he has worked in a variety of positions in the emergency response field. Chief Dickinson holds an Associate's Degree in Fire Science and a Bachelor's Degree in Emergency Management/Homeland Security. Chief Dickinson will begin as the Fire Chief for Elk River on November 26, 2018. He will be paid at step B of pay grade 2E. He will be given 24 hours of vacation in his bank and begin accruing vacation at the rate of three weeks per year. Pay steps and all other benefits will be consistent with city policy. Financial Impact This is a budgeted position.
