I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 6:30 p.m. by Chair Anderson.
2. Interview Candidates for Woodland Trails Regional Park Volunteer
Committee
Chair Anderson asked to discuss frame work for committee
Mr. Hecker shared info regarding the grant for Woodland Trails Regional Park Grant.
Candidates introduced themselves sharing why the park is special and why they are
interested in the committee.

Harold Stewart
Commission members shared what they liked about the park.
Chair Anderson shared that the committee will meet at 5:30 p.m. on the second
Wednesday of each month.

3. Park Improvement Fund
Mr. Sevcik shared his staff report for item 7.2. discussing the Parks Improvement Fund
(PIF) budget for 2018 and 2019.
Commission members discussed what is on their list that is not in PIF list.
Chair Anderson stated that there needs to be a new funding base to cover the needs of the
community parks and recreation needs.
4. Recess to Council Chambers
Chair Anderson recessed the meeting of the Elk River Parks and Recreation Commission
Special meeting at 7:47 p.m.
5. Reconvene Meeting
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and Recreation
Commission was called to order at 7:53 p.m. by Chair Anderson.
6. Consider 09/12/18 Regular Parks and Recreation Commission Minutes
Moved by Commissioner Williams and seconded by Commissioner Soltvedt to
approve the following September 12,2018 Parks and Recreation Commission
Minutes. Motion carried 7-0.
7. Action Items
7.1 Appoint Volunteers to Woodland Trails Regional Park Committee
Chair Anderson would like to appoint all candidates that were interviewed and ask a few
more.
Commissioner Soltvedt asked what commissioners will be on the committee.
Chair Anderson,Commissioners Ahlness and Niziolek will be on committee.
Moved by Commissioner Niziolek and seconded by Commissioner Holmgren to
recommend to City Council to appoint, Ron Nierenhauser, Harold Stewart, Sarah
Fisher,Zach Varty,Jill Varty,Julie Kallemeyn,Darlene Nickols,Lynda Bouley, and
to invite two to three more community members to the Woodland Trails Regional
Park Grant Committee. Motion carried 7-0.

7.2 Park Improvement Fund
Mr. Sevcik presented his staff report.
Moved by Commissioner Soltvedt and seconded by Commissioner Williams to
recommend to City Council accept the Park Improvement Fund for 2019. Motion
carried 7-0.
8. ActiveElkRiver.com Presentation
Mr. Hecker gave a presentation about Active Elk River Referendum.
9. Director's Update
Mr. Hecker presented his staff report.
10.1 Recreation Manager's Update
Mr. Benoit presented the 2018 Safety Camp.
10.2 Street and Park Superintendent's Update
Mr. Sevcik presented his staff report.
II. Adjournment
There being no further business, Chair Anderson adjourned the meeting of the Elk River
Parks and Recreation Commission meeting at 8:32 p.m.
